This action continues an assessable project for alley upgrading, Overview, city Council at its February 4 meeting authorized staff to undertake a feasibility study concerning the reconstruction of portions of "T" alleys between Mainstreet/1st Street North and 17th/21st Avenues North, Staff conducted four neighborhood information meetings to discuss alley reconstruction policy, costs, and special assessments, The report is completed and now submitted for Council review and action, primarv Issues to Consider, o Report findings and recommendations o Public information o Proposed schedule o Staff recommendation SUDDortina Information, o Feasibility report o Resolution 97-17 Ja~s~ Engineering Superintendent Analvsis, o Report findings and recommendations The east/west component legs of "T" alleys north of Mainstreet between 17th/21st Avenues North are deemed substandard improved alleys, They are bituminous surfaced roadways in considerable disrepair with numerous patches and potholes and are plagued with poor drainage patterns. city vehicles (garbage trucks and snowplows) appear to be encroaching on private property especially at the "T" intersections, City vehicles are also tracking across sidewalk and turf areas near the alley entrances at the streets and causing various amounts of damage, The north/south component legs of the "T" alley have been improved with concrete pavement and are in good condition, These north/south legs were completed at some time in the early 1970's and costs were assessed against only those properties adjacent to the improvement, The report recommends reconstruction with concrete to a 10-ft, width and with installation of oversized turning radii to accommodate City vehicles, The report recommends costs to be assessed in accordance with city policy (80%-20% split), that the City assume the costs of the oversized turning radii, and that property owners north of the project alleys be granted some credit in their assessments for the past alley special assessments, o PUblic information staff conducted four neighborhood meetings to inform owners of project details. We have reviewed the proposed improvements and find that they are feasible from an engineering standpoint, The project is necessary to correct maintenance problems caused by inadequate alley paving. Maintenance problems include high maintenance costs for patching and other problems associated with poor drainage, The project is cost effective and it is part of the City's annual alley paving program, The City plans for necessary capital improvements annually to coordinate other work and ensure that necessary improvements are provided in a timely and cost-effective manner. In summary, we believe the improvement is technically feasible and is necessary and cost-effective, and should proceed in accordance with the attached report. Sincerely, MSA, CONSULTING ENGINEERS 8J~ SDG:pd Attachment 000-2718.feb An Equal Opponunity Employer FEASIBILITY REPORT CONCRETE ALLEY PAVING HOPKINS, MN PROJECT 97-02 MARCH 4, 1997 Introduction The 1997-2001 Capital Improvement Plan (C,I.P.) includes alley paving projects for the first four years of the five-year plan, The 1997 plan identifies four east/west oriented alleys north of Mainstreet in need of upgrading with concrete pavement, Improvements are needed due to the high maintenance costs and drainage problems associated with them, More.specifically, the alleys are located between 17th and 21st Avenues North, The City Council reviewed the proposed alley paving projects as part of the City's annual C.I,P. review process and at its February 4 meeting authorized staff to undertake an analysis of issues and costs as part of this feasibility report, This report is undertaken without benefit of property owner petition, so a 4/5 vote of the Council is required to order the project, Backoround The east/west components of "T" alleys bounded by Mainstreet/1st Street North and 17th/21st Avenues North are presently considered substandard improved alleys, Pavements consist of 1 to 1 1/2 inch asphalt layers that are poorly drained, The combination of existing asphalt layers and poor drainage patterns have resulted in many potholes developing over the years, thereby sUbstantially increasing maintenance costs. The north/south components of the "T" alleys were reconstructed with concrete pavement in the early 1970's and are not in need of an upgrade, prooosed DesiCJIl The proposed alley improvements provide for the construction of a concrete pavement surface 10 feet wide and 6 inches thick in accordance with the city's improvement policy. The existing concrete alley aprons located on 17th-21st Avenues are found to have substandard turning radii, This factor, as well as their deteriorated condition, warrants replacement, Driveway aprons adjacent to the alley will be paved between the new alley edge and paved driveways with materials in kind found over the existing surface of the private driveway, Aggregate (granular) materials will be placed in driveway openings where no existing bituminous or concrete surface pavement exists, No sod restoration is planned for this improvement project, Topsoil and seed will be placed on all disturbed turf areas along the alley, The pavement section will include a "V" design, slightly depressed in the middle, to channel water away from adjacent properties, Pavement grades will be established in the field to direct drainage to the streets where existing storm sewer is located, No major grade changes are planned for areas adjacent to the edges of the reconstructed alley, Some grade changes will be required from time to time to facilitate drainage or to comply with driveway design safety standards, Driveways, whether paved or unpaved, will be regraded to a minimum and within reason to meet the above mentioned grading standards, Feasibility Report Project 97-02 Page Two CUrrently, the City encroaches on private property at the "T" confluence with its truck garbage collection and snow-plowing operations, It is intended where possible to acquire easements over adjacent properties at these alley intersections for the purpose of constructing larger turning radii, This will allow for city vehicles to maneuver alley corners safely, prooosed Fundina It is proposed that improvement costs be assessed in accordance with City policy, 80% assessed against abutting benefited properties and 20% paid by the city. The city's share of alley improvement costs is paid entirely from storm sewer utility funds in accordance with the current policy, Staff has investigated Tax Increment Financing as another possible funding source, especially for those costs levied against properties abutting Mainstreet. It appears this cannot be an option because a TIF district does not exist in the proposed assessment area. Another source of funding recommended by staff is the City'S refuse utility. This source should be considered as a means of funding the additional construction costs associated with the oversized turning radii required to accommodate City vehicles, It has been determined that the most equitable method to assess this project is on a lineal footage basis and that the maximum lineal assessment for an oversized single family residential property shall be based on 75 feet, Single family residential lots shall be deemed as those found in the blocks north of the project alley, commercial property (all rental property found on the block and all other property south of the project alley) shall be assessed at its full footage, In order to provide equitable treatment to these properties north of the project alley who were previously assessed for alley improvements, it is proposed that these properties receive a credit, This will lower their front footage assessment rate and more fairly distribute the benefit of alley reconstruction. Disregarding inflation over the past years and concentrating on issues of equity, it is recommended that the credit be equal to the footage rate paid in the assessments levied in the early 1970's, A summary of estimated costs and assessments are provided on the attached sheet. CIty of HCI*lns 1tf.1I__1STM~"_ CITY OF HOPKINS Hennepin county, Minnesota RESOLUTION 97-17 RESOLUTION ORDERING PUBLIC HEARING ALLEY RECONSTRUCTION PROJECT 97-02 WHEREAS, the City council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements in the #10 Blocks north of Mainstreet between 17th and 21st Avenues N (Proj, 97-02), NOW, THEREFORE BE IT RESOLVED by the City council of Hopkins, Minnesota: 1. Council approves the feasibility report as submitted March 4, 1997, 2, The Council will consider the aforesaid improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the alley improvements pursuant to Minnesota statutes Chapter 429 at estimated total costs of $107,300,00 for Project 97-02, 3, A public hearing will be held in the Council Chambers of the City Hall at 1010 First Street south on Tuesday, the 1st day of April, 1997, to consider said improvements, The hearing time is 7:30 p.m. The City Clerk shall give mailed and published notice of said hearings and improvements as required by law, Adopted by the city Council of the City of Hopkins this 4th day of March, 1997.
