APPROVE 1997-1999 POLICE DISPATCHER
AND PUBLIC SERVICE OFFICER'S CONTRACT
Proposed Action
Staff recommends that the Council approve the following motion: Move aporoval of the 1997. 1998 and
1999 Contract for the Hopkins Police Dispatcher and Public Service Officer's Association. L.E.L.S. Local
#143.
This action will ratifY a three year contract for the dispatchers and public service officers.
Overview
We have completed negotiations with the dispatchers and public service officers for 1997, 1998 and
1999. The contract calls for a 2% wage increase effective January 1, 1997 and a 1% wage increase
effective July 1, 1997. The contract also contains a 3% wage increase in 1998 and 1999. There is a
increase of$1O.00 per month for health, life, and dental insurance in 1997, $15.00 in 1998, and $20.00 in
1999.
Primarv Issues to Consider
. How does this agreement fit in with the 1997 budget?
The City budgeted 2.5% for cost of living adjustments and $15.00 per month for benefit increases.
The total cost of the proposed settlement is less than what was budgeted.
. How does this agreement compare to other contract settlements for 1997 in tenns of wage and
benefit increases?
The wage and benefit increase is identical to that of the public works' union, Local 49. Settlements
for other cities have generally been in the range of3%. The $10.00/month increase in insurance is in
the range of increases in other cities. The 3% wage increases for 1998 and 1999 are in line with what
other cities have settled multi-year contracts for.
. What is the Uniform Settlement Fonn?
The Uniform Settlement Form is a form mandated by the state of Minnesota which must be presented
to the City Council which each contract settlement. The increase shown on this form may differ from
the percentage increase listed above because the settlement form contains such items as benefit
increases, the increase in state pension due to the wage increases, and any step increases which
individual union members may receive during the course of the contract. It is presented for your
information.
