Council Report 97-43
APPROVE 1997 NON-UNION SALARIES
Pro Dosed Action
Staff recommends that the Council approve the following motion: Move to approve a wage increase for
non-union employees of2.0% effective January 1. 1997 and 1% effective July 1. 1997.
This action will raise the wages of non-union employees by 2.5% for 1997.
Overview
The City has settled two union contracts for 1997. These contracts call for a 2.0% wage increase in
January and an additional 1 % in July. In order to maintain the City's salary structure, I am proposing that
the non-union employees receive the same increase. The two contracts that have been settled are for
three years. Since non-union employees do not operate under contract, it is appropriate that any
increases be done on a yearly basis.
Primarv Issues to Consider
. How does this agreement fit in with the 1997 budget?
The City budgeted 2.5% for cost of living adjustments. The total cost of the proposed settlement is
in keeping with the budget.
. How does this agreement compare to other contract settlements for 1997 in terms of wage increases?
The wage increase is identical to that of the Public Service Officer/Dispatcher and Local 49 unions.
Settlements for other cities have generally been in the range of3%.
. Which employees are in the non-union category?
The City Manager, the Assistant City Manager, the City Manager's secretary, the Communication's
Coordinator, the Fire Marshal, the Assistant to the City Manager, and all supervisors, with the
exception of the police sergeants.
