Resolution Establishino parkino Limits on 1st street North. Overview. Plans have been approved by Council and bids taken concerning the 1st street North reconstruction project from 5th Avenue to 17th Avenue. Portions of this project will be funded by state Aid and as such MN/DOT needs to give its final approval to the plans. Approval hinges on a Council resolution that clearly defines parking restrictions on the roadway. primarv Issues to consider. o What are current parking limits? Currently no parking is permitted on either side of 1st street North between 5th/17th Avenues. Some past Council resolution established this regulation but it cannot be found in City records. o What does the resolution propose? The resolution sets forth the current policy that bans all parking. It however gives the city parking options in the future should circumstances arise that necessitate changes. The city would be able to lift the parking ban now in force on all segments except between 8th/12th Avenues. Even then, some parking could be allowed between 8th/11th Avenues. (See details in the resolution.) o Staff recommendation staff recommends approval to expedite the State Aid funding of this project. SUDDortina Information. o Resolution 97-23 ~s~ Engineering Superintendent CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 97-23 RESOLUTION ESTABLISHING PARKING LIMITS - 1ST STREET NORTH WHEREAS, the City of Hopkins has submitted to the Commissioner of Transportation the plans and specifications for the improvement of 1st Street North (SAP 132-343-02) from 5th Avenue to 17th Avenue, and WHEREAS, State Aid funds will be expended on the improvement of this street from 8th Avenue to 12th Avenue, and WHEREAS, the approved State Aid Standards as applicable on this street limit and restrict all parking as follows: 1. 8th/10th Ave. 2. 10th/11th Ave. 3. 11th/12th Ave. , and 2 sides 1 side No parking (parallel with curb) (parallel with curb) WHEREAS, the roadway is currently designated as no parking. NOW THEREFORE BE IT RESOL YED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: The City of Hopkins shall continue the no parking status until circumstances arise necessitating parking with the limits stated above and in accordance with State Aid Standards.
