ENGINEERING BUDGET
STORM SEWER PROJECT 96-17
ProDosed Action.
Staff recommends the following motion: Move that Council approve an increase in the
enIDneering budget as it relates to the City's 1997 storm sewer proiect. Proiect 96-17.
Overview.
The firm of Bolton and Menk is the City's consultant on three major projects in 1997: 1st Street
North reconstruction, storm sewer projects along 2nd Street North, and street overlay projects
throughout the City. Council has previously approved consultant agreements for all three projects
and in each case engineering fees were quoted. Now that the bidding process has been
completed, there is a clearer picture of what construction costs will be. Because Bolton and
Menk's original fees were tied to construction costs, that firm wishes to revisit its quoted fee for
the storm sewer project for an adjustment.
Primarv Issues to Consider.
o Nature offee adjustment
Council should refer to the attached project budget summary. The consultant
illustrates estimated preliminary construction costs, the quoted engineering fees at the
time of construction estimates, and the calculated percentage rate of fee against
construction cost. The consultant then updates the figures, based on the now known
construction bid costs. Note that Bolton and Menk could make a case for requesting
increases in their fee for the 1 st Street North and the Residential Street Overlay
Projects. In the case of 1 st Street North they are requesting no adjustment. In the case
of street overlays they are willing to take a cut to reflect the reduced scope of
construction costs. Bolton and Menk ~ requesting an increased fee for the storm
sewer project. Note that the net effect in adjustment of these three projects adds up to
zero.
o Recommendation
Staff feels the request to adjust the engineering fee by $3,050.00 is fair and
recommends approval.

As we discussed attached above is an engineering budget table indicating the adjustment to the
engineering budgets for the three projects. The projected engineering fees include the estimates for
construction administration and observation from the original contracts. These costs are subject to
the actual time spent on each project. Please review these adjustment and upon your approval we
will bill accordingly.
