BRUSH AND YARD WASTE COLLECTION
PROGRAM CHANGES
prooosed Action.
Staff recommends adoption of the following motion: "Move to
authorize staff to imolement modifications to the brush and vard waste
collection oroqrams bv aoorovinq amendments to Leqislative Policv #8-D
as outlined and aoorovinq Resolution 97-25 settinq Brush and Yard
Waste service fees."
Overview.
Brush and yard waste collection continue to be two of the most labor
intensive programs that the city provides. In November costs will
increase again with the loss of our city burn permit. During the 1997
budget process it was necessary to add $21,000 to the brush budget to
cover estimated costs associated with brush disposal. As operational
costs relating to brush and yard waste continue to rise staff was
prompted to evaluate current services for ways to cut costs and
continue to provide an adequate level of service to residents. To
accomplish that goal and reduce the labor intensity, reduce costs and
allow more time for maintenance of streets, parks, storm sewer, seal
coat preparation, crack sealing etc., staff is proposing various
changes to section 4.02 Brush pick Uo. 4.03 Brush & Yard Waste Droo
Off. 4.04 Yard Waste Pick uo and 4.05 Leaf Collection.
These changes are being proposed to: 1) promote greater participation
in the street pick-up program in the Belgrove, Interlachen, Hobby
Acres and Park Ridge neighborhoods, 2) promote greater use of the city
drop-off programs, 3) improve customer service by helping us stay on
the yard waste pick-up schedule during the months of october and
November, 4) free up time in November for Public Works to better
prepare for the snow/ice season, and 5) reduce city costs of providing
fall leaf pick-up service. See Attachment B - Brush/Yard Waste

Analvsis of Issues
o What are the proposed changes to Legislative Policy #8-D?
Relocation of the dron off site for brush and vard waste.
Relocating the drop off will result in a reduction of both man
and equipment hours. Our current system requires us to transfer
the material collected at the PUblic Works Facility out to the
Gravel pit after each drop off event. The proposed changes will
eliminate this transfer of material by having residents drop off
their material directly at the Gravel Pit.
Extension of the dron off dates and hours of oneration.
Currently the city offers a free drop off for brush and yard
waste from mid-May through the end of September on Wednesdays
from 3:00 pm - 6:00 pm and Saturdays from 10:00 am - 2:00 pm.
The proposed changes will extend the hours of operation by two
hours each day on Wednesdays from 2:00 pm - 7:00 pm and Saturdays
from 9:00 am - 3:00 pm. The dates for the drop off will also be
extended by six weeks, on Saturdays Only. This will make the
drop off available Saturdays through the second week in November.
By implementing these extended dates and hours residents will
have more frequent opportunities to drop off yard waste and
brush.
Free Brush pick-uos in June and Seotember. The city currently
provides free brush pick-up from the first Friday in October
through the second Friday in May (October 1 - mid-May), and also
on the first Friday in June and the first Friday in september.
Staff is proposing to limit free brush pick-up to the first
Friday in June and the first Friday in September Only.
Volume Based Brush Pick-un fees. The city currently burns
most of the brush that is collected through the curbside and drop
off programs. In November of 1997 the DNR permit allowing us to
burn will expire and burning will no longer be an option for
disposing of brush. Weekly brush pick up would continue however
the following charges would be implemented:

This increase should help cover some of the additional costs
required to haul the material or rent equipment to process the
material on site. $21,000 was added to the 1997 budget to cover
contractual costs associated with this new disposal requirement.

Reduce Fall Curbside Service Dates/increase fees. The city
currently provides free fall curbside yard waste (leaves) pickup
to all residential customers from October 1 - the end of November
(or the first snowfall). The proposed change will limit the fall
Ci ty curbside leaf pickup service through the second week in
November only. CUstomers wanting to dispose of leaves in
November will also be able to use a free drop-off service on the
first two Saturdays in November. Further, the proposal would
require the neighborhoods who receive free street leaf pick-up
(Belgrove, Interlachen, Hobby Acres and Park Ridge) to pay $1 per
bag through the second week of November. street pick-up service
is provided in these areas during the last week in October.
Other areas of the city would retain free curbside leaf pick-up
through the end of october, but, pay $1/bag in November.
o Public Notification of Changes
Residents will be notified of these changes through a special
mailing scheduled to go out by April 1st. In addition to the
special mailing, articles will be placed in the Sailor newspaper,
and the April/May issue of the Hookins Hiqhliqhts. The cable
bulletin board will also be utilized.

4.02 Brush pick up
a. The City provides brush pick up free (City service Area

of 6 inch diameter and 20 foot length...includes twigs and

ONLY due to height restrictions for equipment in alleys.
d. Brush must be stacked on the boulevard in a neat pile,
parallel to the street. Small twigs can be placed in

feet) to allow regular automated pick up. Keep brush at
least 5 feet away from utility poles and parked cars. Do

holidays and during unusual conditions such as snow storms.
f. Calls are taken throuah Thursdav before 2:00 p.m. for
scheduled pick up that Friday.

h. Only brush which is generated on Hopkins properties will be
picked up. Brush from land clearing operations will not be
accepted.
4.03 Brush and Yard waste Drop Off
a. The city provides a free Brush and Yard Waste drop off

bill.

city crew on the same day as regular refuse pick-up in the
city service area.
d. YARD WASTE DEFINITION: Leaves (with twig stems no longer
than 4 inches), grass clippings and similar garden waste
will be accepted. Items not accepted include: No animal
feces (please clean up after pets before raking your lawn),
branches, vines, long twigs, sod waste, shrub clippings, and
no garden products such as melons, pumpkin, squash,
potatoes, apples, tomatoes, etc. Place unused garden
products, such as these, into your regular refuse container.
e. Yard Waste must be bagged or in a 30 gallon or smaller
container (maximum size bag-55 gallon; maximum weight-40
lbs) and placed at the normal refuse container collection
site. Keep Yard Waste materials far enough away (4 feet) to
allow regular automated pick up.
f. State Law prohibits mixing yard waste in the same container
with regular household waste. DO NOT put yard waste in your
refuse container.
4.05 Fall Leaf/Yard Waste Collection
Area 1 = Belgrave, Hobby Acres, Park Ridge, rnterlachen Park
a. The City provides street piCk-Up of leaves in the Bellgrove,
Hobby Acres, Park Ridge, and Interlachen Park areas wi%%-be
~~e~ed-ti~-by using front-end loaders and dump trucks. This
is done because of: the amount and type of trees in those
areas; the cooperation of the neighborhood associations; and
the cost savings to the City due to the large concentrations
of leaves in these areas. Pick-up in these areas are
generally scheduled for the last week in October. Residents
of these areas are encouraged to place all leaves at the
curb area and avoid bagging ~r-tl-t:-~~-p66a~}e due to this
clean-up procedure used.

b. Residents in these areas are charged a per bag fee for bags

RESOLUTION SETTING BRUSH AND YARD WASTE
SERVICE FEES
WHEREAS, Hopkins city Ordinance NO. 90-685, section 605.02, Subd. 4,
authorizes refuse collection service charge rates to be set forth
by Council resolution, and
WHEREAS, Brush and Yard Waste collection fall under the control of
said ordinance,
NOW THEREFORE BE IT RESOLVED, that the city Council of the City of
Hopkins hereby sets the service charge rates, for Brush and Yard
Waste Collection services in the city service area at the
following rates to be paid to the City upon billing therefore as
follows:
