Staff recommends the following motion: Move that Council adopt Resolution 97-26. Resolution for Hearing on ProDosed Assessments. First Street North Improvements. Proiect 96-13. Overview. The bid opening for the 1st Street North improvements was held March 4, 1997. An assessment roll has been prepared and the calculations are based on the low construction bid submitted by Midwest Asphalt Corporation. The calculations are attached along with the summary assessment roll. Staff recommends calling for an assessment hearing in mid April followed by award of bid in mid May. Engineer's Estimate Bid Amount $327,286.22 $347,236.76 $305,000.00 The consultant has examined all bids and finds them in order. Bidder qualifications have been examined and verified. Midwest Asphalt is a fully qualified bidder and a competent contractor in the Twin City area. The low bid is roughly 11% higher than the engineer's estimate. Limited bidder participation may be a factor, but of greater sigoificance is the anticipated increases from suppliers of concrete and bituminous material. The consultant does not recommend rebidding this project because prices are unlikely to be lower and the City cannot afford a delay in its project timetable. o Analysis of costs and proposed assessments Computation used to derive the proposed assessments are found on the worksheets titled "Assessed Costs Based on Bid Prices." These worksheets show a block-by-block breakdown of the construction costs less storm sewer costs. Storm sewer utility revenues are used to fund this aspect of construction. Once the assessable costs are established, a 10% contingency markup is applied. Pro-rated engineering costs are added, and finally a 7% admin./legeVfinance fee is applied. The final project costs to be assessed are found on the last page (page 7) of the "Proposed Assessment Roll" worksheet. The assessable project costs are divided by the assessable footage to derive the assessment rate. Rates shown in the assessment roll are difficult to compare with those quoted in original estimates because the estimated rates were not presented in a block-by-block manner. Because the low construction bid is 11 % higher than original estimates, it is fair to assume that assessment rates are commensurately higher where only mill and overlay will be done. In those blocks where total reconstruction is planned the rates are 25%-30% higher. This parallels the 25% increase in cost of concrete and bituminous material. o Hearing date and timetable Staff recommends a special assessment hearing be held on April 15, 1997. This is in keeping with a project schedule that anticipates construction to begin by June 2, 1997. W.e have reviewed the bids received on March 4, 1997 for the above referenced projects. The low bidder was Midwest Asphalt for $492,475.32 with a second bid received from Hardrives, Inc. for $509,510.26. A breakdown summary of the Engineer's Estimate and the two (2) bids received on these projects is as follows: Schedule Engineer's Estimate Midwest Asphalt Hardrives, Inc. A. Residential Street hnp. $56,270.00 $70,055.00 $59,810.30 Total $444,057.00 $492,475.32 $509,510.26 % Over Engineers Estimate 10.9% 14.7% A review of the bid items, as well as discussions with the contractors, indicate the following reasons for the increased construction costs: 1. Concrete Items In past years, concrete curb and gutter was bid at $5.50 to $6.00 per linear foot. This year the bid price came in at $7.40 per linear foot, a 25% increase. The costs for all concrete items including sidewalk, curb and gutter and driveways are higher than past years due to an anticipated shortage in cement mix causing supply shortages. Several bids were received by the low bidder for the concrete work - all were within 10% of each other establishing a market basis. 2. Bituminous Material In past years, bituminous material was bid at $23.00 to $24.00 per ton. This year, the bid price came . _in at $28.00 per ton. MO AMES, IA . -. .. grade to a performance grade. Contrary to MnDOT's estimation, this has caused a $2.00/ton increase. A1> seen with heating oil, the cost for bituminous oil has increased, although to a lesser extent, due to the same market trends. In addition, the bituminous base between the proposed curb and overlay sections is very labor intensive and was bid according to the past experience of the contractor. 3. ConstmctabilitV Tbe process of removing the old curb and bituminous, constructing new curb and patching with bituminous base between the existing pavement edge and the new curb is very labor intensive and requires small equipment. Both contractors bid this work according to past experience and present market conditions. It would not be beneficial to reject these bids and re-advertise this work due to the fact that the increased costs are due to market trends of materials. Re-bidding of this work would most likely result in similar unit prices causing unnecessary delays in the project It is our recommendation that the low bidder, Midwest Asphalt be awarded the contract. COMMERCIAL ASSESS VALUE 170%1 $13,628.80 $17.372.22 $12,718.72 $20.125.62 $39,734.40 $35,954.82 $27,214.54 $40,184.42 $16,333.34 $16.001.30 CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 97-26 RESOLUTION FOR HEARING ON PROPOSED ASSESSMENTS FIRST STREET NORTH IMPROVEMENTS, PROJECT 96-13 WHEREAS, the Engineering Superintendent has prepared an assessment roll for First Street North Improvements, Project 96-13, and WHEREAS, the City Clerk has notified the Council that such proposed assessments have been completed and filed in her office for public inspection, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. A hearing shall be held on the 15th day of April, 1997, at the City Hall at 7:30 P.M. to pass upon such proposed assessments and at such time and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of hearing on the proposed assessments to be published in the official newspaper at least two weeks prior to the hearing and to mail notices to the owners of all property affected by said assessments. 3. The notice of hearing shall state the date, time and place of hearing, the general nature of the improvement, the area to be assessed, the total cost of each of such improvements, and that the proposed assessment roll is on file with the clerk and that written or oral objections will be considered. 4. The portion of the cost to be assessed against benefited property owners is declared to be $198,935.08. 5. Assessments shall be payable in annual installments extending over a period of 10 years and shall bear interest at a rate of 8 per cent per annum.
