RESOLUTION - FUNDING SOURCES FOR PERFORMING ARTS FACILITY
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 97-29
establishino the citv's position with reoard to the use of fundino sources for the construction of
an arts facilitv in Hopkins.
Adoption of this motion will result in the City Council establishing its position with regard to the
funding sources which will be used for construction of the Hopkins Center For the Arts.
Overview
At the request of city staff, the City Council instructed staff to prepare a resolution clarifying the
city's position with regard to the use of capital resources to construct the Hopkins Center for the
Arts.
The attached resolution states that the funding sources utilized by the HRA and/or city for
constructing the arts facility will come from tax increment and economic development sources.
While this has been the stated position of the city and the HRA in the past, it has not been
documented in the form of a resolution; and therefore, staff is recommending adoption of
Resolution 97-29.
Primary Issues to Consider
. Will adoption of this resolution indicate a change in policy?
Adoption of this resolution will not result in a change in policy, it will simply put in
writing the stated policy from both the HRA and the city.

RESOLUTION NO. 97-29
RESOLUTION OUTLINING THE CITY OF HOPKINS
POSITION ON THE CONSTRUCTION OF A PERFORMING ARTS FACILITY
ON THE SUBURBAN CHEVROLET PROPERTY
WHEREAS, the City of Hopkins has analyzed and reviewed the proposed construction of
a performing arts facility in Hopkins; and
WHEREAS, the City Council is interested in facilitating the construction of a performing
arts center due to the economic and cultural benefits it will provide to the City of Hopkins; and
WHEREAS, the City Council desires to express its position on the construction of said
performing arts facility.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins as
follows:
1. It is the position of the City Council of the City of Hopkins that the funding source for
any City or HRA contributions toward the construction of the performing arts facility
be made from tax increment and/or economic development funding sources, and that
no general purpose tax dollars be used to finance the construction of the facility.
