CR 97-56 Excelsior Blvd Reconstruction Council Report 97-56 \ i Y 0 m -S- '" o P K I ~ March 18, 1997 Consider Median Landscaping - Excelsior Boulevard Reconstruction Pronosed Action. Staff recommends adoption of the following motion: Move that Council annrove the Excelsior Boulevard Median landscaninl!: Dlans as nresented. Overview. The City Council has previously approved various landscaping themes and details for the Excelsior Boulevard project. At the October 15, 1996 Council meeting, staff presented a median design concept which included a raised, colored concrete edge, a I-foot concrete scoring pattern, varied planting heights and plantings within the medians. Staff has decided to change the design from a scored, colored concrete to 6 inch square colored concrete paving blocks. The change was made because the City's landscaping consultant, Hoisington-Koegler Group, Inc. wasn't able to find an acceptable concrete color additive or a color system with good long-term maintenance qualities. The basic median design hasn't changed except for the substitution of paving blocks for scored, colored concrete. Primarv Issues to Consider. . Maintenance . Cost . Appearance Sunnortinl!: Information. . Analysis ofIssues . Median design plan and sketches Steven . Stadler, Public Works Director Council Report 97-56 Page 2 Analvsis ofIssues. . Maintenance Staff believes paving blocks will not be difficult to maintain. A big advantage to paving blocks is that, if stressed, they can move independent of each other where concrete paving will crack. The City of Chanhassen has successfully used paving blocks in medians - the medians are several years old and show no sign of problems. On the other hand, Chanhassen also has scored colored concrete median in some of the same areas. These medians don't look as good as cracks have developed with weeds. . Cost The additional cost for concrete pavers is estimated at $32,000. The original cost estimate for the colored concrete design was $91,000. . Appearance Staff believes the median block pattern and different color shades, possible only with pavers, will improve median appearance. Also, the pavers introduce an element of Mainstreet design which can also be used in select sidewalk locations along Excelsior Boulevard. kine - Count Road:; ".
