County Road 3, Segment 3, Meeting With East End Neighborhood
As part of the continuing efforts to organize neighborhoods through the Neighborhood
Contact Committee, the second meeting of the East End neighborhood was held on
March 19. The primary topic of discussion was the current plan for improvements to
the County Road 3 segment between Highway 169 and Blake Road. This topic was
discussed at the first meeting of the neighborhood. It was determined best to
readdress the issue at the second meeting, with Mark Koegler, from Hoisington Koegler
Group, in attendance to explain the factors which led to the current plan for
improvements.
At the March 19 meeting there was a clear split within the neighborhood regarding a
north versus south realignment of County Road 3, but it would be safe to say that a
larger proportion of the audience was in favor of moving the road north, which is not in
keeping with the current plan. The neighborhood was told that their concerns would be
voiced to the City Council and that they would be informed of any future decision points
concerning the proposed plan.
The current plan calls for the right-of-way width to be expanded from its current width of
66 feet to 100 feet. A south alignment was selected for a variety of reasons, centering
around safety, access, aesthetics, and land use redevelopment.
Those in opposition to the south alignment indicated the following reasons for their
opposition/concern:
. Business loss of the Spur station and Dairy Queen
. Concern and skepticism about the proposed berm and snow fence with
landscaping plan
. Four-way signal at Jackson Avenue
. Reduction of access at Monroe and Van Buren
. Safety concerns of moving County Road 3 traffic closer to neighborhood
. Concern about alley closures along north end of neighborhood
. Preference to removing businesses on north side, rather than south side
Those who were in attendance who favored the current plan tended to be closer to the
businesses along the north side of the neighborhood, and they liked the idea of a berm
with landscaping versus current business intrusions at the alley.
The current plan is ready to be put into preliminary design by Hennepin County. Staff
needs direction on this issue and would like to know whether the Council is inclined to
alter or consider altering the current plans for County Road 3.
