Resolution Aoprovina Plans and Soecifications For Allev Reconstruction and Authorize Advertisina For Bids. proiect 97-02. Overview. Council at its April 1 meeting conducted a pUblic hearing concerning reconstruction of "T" alleys north of Mainstreet between 17th and 21st Avenues North. Details of the feasibility study were discussed, as well as unique construction issues and potential special assessments. council ordered plans and specifications to be drawn up as recommended by staff. Final plans are before Council for approval in order to move on to the bidding phase of the project. Driveway aprons adjacent to the alley will be paved between the new alley edge and existing driveways with materials in kind. No sod restoration is planned. Topsoil and seed will be placed on all disturbed turf areas along the alley. Existing turning radii at the street entrances and at the "T" intersections are substandard in size. To facilitate city truck maneuvering, 15-foot radii will be installed where possible. Northern states Power Company and U.s. " Dl11:_IIIGISTAATlCIllfll._ CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 97-40 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR ALLEY RECONSTRUCTION AND AUTHORIZE THE ADVERTISING FOR BIDS PROJECT 97-02 WHEREAS, pursuant to a resolution passed by the council on April 1, 1997, plans and specifications for reconstruction of alleys in the #10 blocks north of Mainstreet between 17th and 21st Avenues North have been prepared by MSA consulting Engineers, and they have presented such plans and specifications to the Council for approval, NOW, THEREFORE, BE IT RESOLVED by the city Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the city Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty-one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 A.M., on the 8th day of May, 1997, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular city Council meeting of May 20, 1997. Adopted this 15th day of April, 1997. Charles D.
