CR 97-72 Carnival Permit - Raspberry Festival April 10, 1997 ~ Council Report 97-72 CARNIVAL PERMIT APPLICATION BY THE HOPKINS RASPBERRY FESTIVAL Proposed Action Staff recommends that the Council adopt the following motion: Move that the Hopkins City Council approve the carnival oermit application with the conditions that no parking be allowed east of 5th Avenue and that the Rasoberry Festival furnish a certificate of insurance showing the City of Hopkins named as co-insured, Adoption of this motion will allow the Raspberry Festival to have a carnival from July 9 through July 13, 1997, but will not allow pedestrians to cross 5th Avenue, Overview The Hopkins Raspberry Festival has applied for a permit to conduct a carnival from 5:00 p,m" July 9 through 5:00 p.m., July 13, The location requested is at County Road 3 and 5th Avenue by Knox Lumber Co, They have proposed the placement of six to eight porta-potties, Parking is proposed to be at the Hennepin County Park and Ride Lot and the Water Tower Lot, They have requested that drinking water be obtained from the Moline pump house, The permit application has been reviewed by the Police, Public Works, and Fire Department, They have all recommended approval with conditions, Primary Issues to Consider o What are the concerns regarding this carnival Supporting Information o Analysis of the issues o Letter to Steve Mielke from Brad Johnson, Co-Executive Director, 1997 Hopkins Raspberry Festival o Information from Funland, the proposed carnival o Complete application available in the City Clerk's office Council Report 97-72 Page 2 Analysis of the Issues o What are the concerns regarding this carnival? Parking east of 5th avenue is again a concern. Because of the heavy traffic, staff has recommended that barricades be set on the east side of 5th Avenue South to prevent parking in the area east of 5th Avenue, Areas will be marked off in front of the Water Tower building to ensure space for City service vehicles. Should the Council agree to allow the carnival again this year, staff is recommending the following conditions: o Obtain permits for temporary signs o Obtain electrical permits and inspections and provide fire extinguishers as required by the State Fire Code o Porta-potties must be placed at least 75 feet from the Moline well house building o Obtain water by agreement from Knox Lumber Co. hydrant as last year o Any damage is to be repaired by the Raspberry Festival Committee o Clean up of site is to be done by the Raspberry Festival Committee o Refuse service will not be supplied by the City Alternatives 1. Approve the carnival permit with the conditions as stated. This will allow the Raspberry Festival to sponsor the Carnival from July 9 through July 13, but will not allow pedestrians to cross 5th Avenue South, The certificate of insurance naming the City of Hopkins as co-insured will remove financial responsibility from the city. 3. We are very excited about the opportunity to bring these events to the Raspberry Festival. Last year the dates of the Festival were moved, which should not happen again. Due to this change we were able to have the carnival in June. For this year we assumed we would not have a carnival because all of the "good" carnivals were already booked for July. Then I got a call from FUNLAND. They were going to expand their dates in Minnesota and they were anxious to do the Raspberry Festival. Please review the enclosed packet, I am familiar with many of the events on their reference list. The carnival will be located along County Rd 3 approximately where last years carnival was. The dates will be July 9 - 13, 1997. With the profits from the carnival we want to sponsor a fireworks show at Central Park on the evening of July 12. This will not be a typical show with the large aerial rockets. This would be a close proximity show. The fireworks are set off in time to music, The fireworks bum up competently and there is very little fallout. Dave Pederson of the Hopkins Fire Dept will be our liaison with the company we will hire to do the show. The Raspberry Festival will provide a coordinator for this event. This person will be responsible for the safety of the spectators and all other aspects of this event. They began with a Merry Go Round and Ferris Wheel. During the years to come they grew into a well established and respected amusement company. Their route began in June and continued through Labor Day. They played mostly two dates per week with one fair beginning on Monday and ending on Wednesday. The next fair opened on Thursday and played through Sunday. The Stevens family took over the operation during the '81 season and still play several of the same dates that the Roger Brothers played for many years. One of these dates is Dakota Co. which has had Roger Brothers for over fifty years. When Roger Brothers was purchased in 1981 it as made up of a merry go round, tilt a whirl, ferris wheel, whirley bird, octopus, motorcycle ride, boat ride, zoomer, train, and pony carts. There were no generators, only C-60 single axile trucks. There were no computers, satellite systems, diesel tractors. Most rides were old standards with many ground mounted and labor intensive. As you will see the investment over the years has been in excess of a million and half dollars which much of that in the last five years. The food and picnic division offer a diversification which provides additional income in what would otherwise be OFF SEASON. The publication has provided for the development of an advertising & promotional division. Major modernization in computers, networking, graphics etc. which not only benefit Rogers Bros. Funland but have now become self supporting and profitable. The trucking division provides a method of purchasing the very best, modern tractors on the road today. It also supplies jobs for qualified personnel year around. This has allowed us to keep our best employees and provide them with a standard of living that many of our competitors can not afford. The fifteen years since purchasing Roger Brothers we have grown and prospered. The current management team of Mike & Monique Stevens, were but children in those early years. They learned their business by coming up through the ranks. Even to the point of spending off season time in years past, working with associates and peers on large state fair operations, They are now capable adults who know every phase of their business and are ready to take our company into the 21st century. If you look at that equation and ask how much an average ride cost, you will know what they are capable of grossing in an hour's time. The popularity of the equipment with the customer is also a consideration but remember to ask people who are going to utilize the ride(s) not those who just watch from a distance. Your event's success is as much your responsibility as that of the contracting amusement company. Know your customer base. Know wOOt your event customer wants and expects.
