Staff recommends adoption of the following motion: "ADDrove Resolution No. 97-43. authorizinq the citv of HODkins to request fundinq from the Minnesota Amateur SDorts Commission for Pavilion renovations." Approval of this resolution is a requirement of the request for proposal seeking funds under the "Mighty Ducks" state grants administered by the Minnesota Amateur Sports Commission (MASC). Overview. The advent of gender equity, particularly in youth hockey, has placed a greater need on remodeling the restrooms found next to the four team locker rooms. One purpose of the grants administered by MASC is to renovate existing arenas to maximize the communities ability to promote ice sports participation for females and males. City staff has submitted a request for proposal for a grant for construction in calendar year 1998. If awarded, matching funds would be required from the city. The project would allow the Pavilion to remodel the restrooms, add two ADA automatic door openers on the front lobby and make some minor changes to the bleacher steps for ADA. primarv Issues to Consider o Are these renovations necessary? o Are city funds identified for matching money? o What actions would take place if no grant funds were obtained? City staff has observed the use patterns for the current restroom design. The restrooms do not ensure privacy as currently designed, which can cause conflicts when teams of different gender are scheduled back to back in the Pavilion. As the popularity of ice hockey grows with the female population these conflicts will exist more often. Another concern is that the restrooms are not used enough because of the present design. Quotes have been obtained for work which will change the two common restrooms into four private restrooms. Each team room will now have access to a private restroom. Automatic door openers have been required under the ADA legislation. The "Mighty Ducks" grants may also be used for code compliance. This will also enable staff to make some minor changes to the bleacher steps. o Are city funds identified for matching money? The total project is estimated to be $32,000. city funds will have to be matching, so $16,000 must be identified. Staff proposes to budget $8,000 in the 1998 budget for Pavilion capital Improvements. The other $8,000 has been identified as a check for $8,000 received from Coca-Cola to be used for Pavilion improvements. o What actions would take place if no grant funds were obtained? These renovations are probably going to be required. The ADA work is a code item with which we are not in compliance. The restrooms will have to be closed if no changes are made to ensure more privacy under gender equity. The grant will allow the changes to be made with less impact on local funds. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 97-43 RESOLUTION REQUESTING FUNDING FROM MN AMATEUR SPORTS COMMISSION FOR PAVILION RENOVATIONS WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State Capital Bonding Fund, provides for capital funds to assist political subdivisions of the state of Minnesota for the development of sports facilities, and WHEREAS, the City of Hopkins, Minnesota desires to renovate the Hopkins Pavilion for the sports of ice hockey, figure skating, indoor soccer and roller hockey. NOW THEREFORE BE IT RESOLVED, that the city Council of the city of Hopkins, Minnesota: 1) Estimates that the total cost of renovating said facility shall be $32,000 and the City of Hopkins is requesting $16,000 from the Mighty Ducks capital Bonding Fund and will assume responsibility for a match requirement of $16,000. 2) The city Council agrees to enter into necessary and required agreements with the Minnesota Amateur sports Commission for the specific purpose of renovating a sports facility and long-term program direction. 3) That an application be made to the State of Minnesota, Minnesota Amateur sports Commission, to be included in the Minnesota Amateur sports Commission's (Governor's) Capital Budget request for an amount presently estimated to be $16,000. 4) That the City Manager of the city of Hopkins is authorized and directed to execute said application and serve as the official liaison with the Minnesota Amateur Sports Commission. 'y-. , . r:.:.,~ HOPKINS PAVILION RENOVATION OUTLINE OF BUILDING IMPROVEMENTS I. GENERAL DESCRIPTION The Hopkins Pavilion at 11000 Excelsior Boulevard in Hopkins, Minnesota serves four distinct sport user groups. The sports of ice hockey, figure skating, indoor soccer and roller hockey each are found to be using the Pavilion at different seasons of the year. The facility layout has until recently accommodated these user groups without any substantial conflict. with the . advent of gender equity in youth hockey we have experienced conflicts associated with layout of the Pavilion locker rooms. As you can see by the enclosed attachment #3, the Pavilion has two sets of team rooms each utilizing a common restroom. This renovation will change this design so that these two common restrooms will become four restrooms. Each new restroom will include new divider walls and doors, additional fixtures as required and hand dryers. These new amenities will also be fully ADA accessible. The Pavilion also would like to use this opportunity to make two other code upgrades for ADA accessibility. These include front door openers and additional steps on the public bleachers. II. DETAILED DESCRIPTION A. Restrooms: Quotes received for the work includes; superV1S1on, permits, taxes & insurance, demolition, masonry, carpentry, painting, mechanical and clean-up work. This work shall add one common wall, two steel doors, two plumbing fixtures, one mirror and one floor drain to each of the two common restrooms. Other miscellaneous work will include masonry and hardware and other smaller details. The estimate for this part of the renovation project is $18,500. B. ADA Automatic Door ODeners: Quotes have been received for the work Which includes; supervision, permits, taxesJinsurance, installation of automatic door openers and electrical. This improvement will bring the Pavilion into compliance with ADA regulations. The estimate for this phase of the project is $7,600. C. steu Installation: The current-steps on the bleachers in -the' Pavilion have --an excessive' r1se. ---- Renovation work will correct this with masonry, carpentry and miscellaneous work by adding intermediate steps; which will bring the bleachers into compliance with ADA regulations./ .The estimate for this phase of the renovation is $5,000. This.. renovation project will allow greater flexibility in sCheduling for gender equity, will allow for improved use of existing restrooms and bring the Pavilion into compliance with the ADA regulations. The Pavilion has a history of serving four distinct major sport user groups as well as a number of other public functions. These other functions are lacrosse, pavilion rentals for ball card shows, picnics and major city sponsored events. The primary focus of this renovation is to improve the locker rooms, especially for our female user groups.
