Staff recommends adoption of the following motion: "Move that Council adoDt Resolution 97-56. Resolution for Award of Bid. First Street North ImDrovements. proiect 96-13." Overview. council at its February 4 meeting approved final plans for reconstruction of First Street North from 5th to 17th Avenues North. Staff initiated a bidding process, a bid opening was held March 4 and the low bid of Midwest Asphalt corporation was used as the basis for establishing assessment rates on the project. council conducted an assessment hearing at its April 15 meeting, acted on twelve appeals and adopted the assessment role. Based on the dollar amount tied to those appeals, staff feels Council can act on a contract award even though the appeal period with district court has not lapsed. Engineers' Estimate 305,000.00 The consultant engineer has examined all bids and finds them in order. Bidder qualifications have been examined and verified. Midwest Asphalt is a fully qualified bidder and a competent contractor with sufficient resources to complete a job of this scope. Midwest Asphalt's low bid was used as the basis for establishing assessment rates on this project. The low bid is roughly 11% higher than the engineer's estimate. Limited bidder participation may be a factor, but of greater significance is the anticipated increase from suppliers of concrete and bituminous material.
