PROCESS FOR APPOINTMENT TO OPERATIONS BOARD
HOPKINS CENTER FOR THE ARTS
Proposed Action
Staff recommends adoption of the following motion: Move to approve process for appointment
of board members bv the Hopkins Citv Council.
With approval of this action, the City Council would set in place a process for appointing the
City Council's three appointments to the HCA Operations Board. That structure includes
having the City Council appoint three of the nine members to the Board.
Overview
Attached to this report is a discussion outline proposing a process upon which the City Council
would proceed with making its appointments.
Yet to be determined is the actual job description for board members. That job description
would apply to all board members not just those who represent the City Council. Staff would
recommend that the job description for Board Members be developed by the facilities
committee, and recommended to the City Council as soon as possible.
In the meantime, it would be possible to begin the advertisement process, should the Council
wish to proceed as proposed in the discussion outline.
Primary Issues to Consider
. Does the Council wish to place a residency requirement on the appointees by the City?
· What types of things would be included in a job description for board members?
Staff envisions that board members would be required to actively attend all board
meetings, be willing to work on fund raising activities, work to fulfill the mission of the
Center, and other types of duties.

1. Prepare/approve job description for board members
2. Advertise 3 vacancies for appointment by City Council
(Minimum of 2-3 weeks for application period)
3. Establish date(s) for 10 minute interviews of applicants and schedule
appointments
4. Council interviews of applicants
5. Council reduces list to top 3 candidates and appoints by majority vote
