Overview
In November of 1996, phase I improvements to Shady Oak Beach were completed and included the
addition of a fishing pier and canoe landing, removal of the east deep water diving platform and
installation of a sanitary sewer line from Dominick Drive to the beach site.
In preparing for phase II improvements, staff from Recreation Services and Hopkins Public Works
began interviewing in January for an architect to complete building design work for new facilities to
be constructed at the site. In all, four firms were selected for interview. Following a review of each
firms qualifications and references, the Cunningham Group was selected as the project's building
design architect.
Since February, the Cunningham Group has been working closely with Brauer and Associates to
prepare design plans for phase II improvements. Brauer and Associates is responsible for all phase II
design work with the exception of the new buildings. Amenities incorporated in the renovation of
Shady Oak Beach are based on the improvement Master Plan prepared by the Joint Recreation Board
and presented to the Hopkins and Minnetonka City Councils at a joint meeting on October 29, 1996.
For the past two months, the Joint Recreation Board has been reviewing various design options for
_each improvements including building materials, water park designs, facility locations and
ndscaping features. At the May 14 Joint Recreation meeting, the Board reviewed schematic design
plans presented by the project architects and finalized recommendations for improvements. These
recommendations will be presented to the City Council at the May 20, 1997 meeting.
Following review and approval by both the Hopkins and Minnetonka City Councils, public hearings will
be scheduled by the Minnetonka City Council as required for use of the City's Community Investment
Fund (CIF). Use of the CIF is planned to finance Minnetonka's share of improvement costs. The total
cost for improvements to Shady Oak Beach is $1,500,00 and will be financed two-thirds by the City
of Minnetonka and one-third by the City of Hopkins. Construction is scheduled to begin in September
and completed by June 1, 1998.

During review of the Shady Oak Beach Improvement Master Plan, Council
members from both Cities expressed varying preferences for design of the
new facilities planned for the site. To address design issues, staff
implemented an interview process to select an architect for the project. The
Cunningham Group was selected, in part, due to creative ideas which were
expressed during their presentation. Staff is requesting Council reaction to
the design scheme which has been developed by the architects, Joint
Recreation Board and city staff.

As required by city guidelines, the City of Minnetonka will conduct two
public hearings to review plans and authorize use of their Community
Investment Fund to finance Shady Oak Beach improvement. If desired by
Council, a public hearing to receive input from Hopkins residents should be
scheduled in June.
· Commitment of Minnetonka funding will require development of an operating
agreement between the two Cities. What provisions, if any, does the
Council wish to have staff include in this agreement?
For Minnetonka to commit to $1,000,000 in funding for the project, an
agreement between the Cities must be developed. Minnetonka will require
that this agreement include either partial ownership in the property, or a
stipulation that funding be returned should beach operations be terminated,
Minnetonka residents be removed from resident status, or ownership of the
property be transferred or sold.
Currently, beach expenses which are not covered by operating revenues are
funded through the Joint Recreation program budget on a two-thirds
Minnetonka, one-third Hopkins basis. The net cost to operate Shady Oak
Beach in 1996 was $11,655. Maintenance responsibilities are performed by
Hopkins Public Works and funded on a fifty/fifty basis.
Prior to preparing an initial draft agreement for Council review, staff is
requesting input from Council regarding any provisions to be included in this
agreement.
