Consider County Road 3, Segment 3 Preliminary Design Issues
Proposed Action.
Staff recommends adoption of the following motion: Move that Council
approve preliminary design items. County Road 3 - SePTTlent 3. as presented
bv staff.
Overview.
Construction of roadway improvements on Excelsior Boulevard, Segment 3
(Hwy 169 to Blake Road) are scheduled for 1999 - 2000. In order to keep
the project on schedule, the City must provide Hennepin County with
direction on the roadway alignment and intersection aspects of the project.
City staff will present a proposed plan for Council consideration. Besides
City staff, Mr. Mark Koegler, Planning/Landscaping consultant; Mr. Jim
Benshoof, Transportation consultant; Mr. Craig Twinem, Henn County
Project Manager; and Mr. Dave Swenson, Henn County Real Estate Manager
will be present at the meeting.

Analvsis ofIssues.
. Background.
There is no escaping significant property impacts along segment 3 if the goal
of this project is to achieve traffic and aesthetic improvements consistent with
other Hopkins Excelsior Boulevard improvements as recommended in the
1995 County Road 3 Corridor Study. The Corridor Study report
recommended a southern shift from the current alignment. This shift would
result in replacing the current commercial property strip on the southern side
of the road with a landscaped buffer area. The commerciaI/industrial
properties to the north of the road would be provided increased setbacks to
enhance current businesses and/or spur interest in potential future
redevelopment. Additionally, the study recommended a full, sienRIi7.ed
intersection at Jackson Avenue and replacing the Milwaukee Street
connection to Excelsior Boulevard with a new roadway extending south at the
current Hwy 169 east ramp signalized intersection. These changes would
improve safety and north-south connectivity. Most East End neighborhood
residents oppose the Corridor Study recommendations. A memo describing
the results of a March 19th neighborhood meeting is attached. City staff has
worked with the Hennepin County staff and our transportation and planning
consultants to come up with a proposed plan for Council consideration. The
plan balances the need for basic alignment and ROW improvements with
resident concerns and the uncertainty of future redevelopment needs north
and south of Excelsior Boulevard.
. Proposed Roadway Plan
The staff proposal includes the following:
. Widen the ROW to 100 feet
. Realign the roadway to the south as recommended in the Corridor
Study

. Maintain the Milwaukee and St. Louis Street counections to
Excelsior Boulevard as-is but with some safety enhancements such
as additional raised median and left turn lanes
. Maintain the Jackson and Monroe Avenue intersections as-is
. NO traffic signals at the Jackson Ave intersection - without a north
leg a traffic signal isn't warranted
This proposal: 1) maintains current traffic patterns in the East End
neighborhood area, 2) retains current north-south access via Milwaukee St
and St. Louis St, 3) allows future flexibility to provide improved north-south
access for future redevelopment, 4) replaces the current commercial property
strip south of Excelsior Boulevard with a landscaped area and pedestrian
path.
. Options for Future North-South Access Improvements
Three possible future options are:
1. A connection at the existing Highway 169 east ramp. This is the
connection recommended and shown in the Corridor Study.
2. A connection at the existing Highway 169 west ramp. This could become
an attactive alternative depending on the Henn County Public Works site
redevelopment.
3. A connection to Jackson Avenue by extending Milwaukee Street further
east. This would provide additional access to the redeveloped Henn
County site, relieve the traffic load on 5th Avenue, improve access to the
south without creating another railroad grade crossing. (see attached
sketch)
It is important to note that along with each of the above options staff would
propose that Jackson Avenue be extended north of Excelsior Boulevard and
create a sienllli7.ed, full intersection.

. Comparison of Proposed Plan with Corridor Study Recommendations
The proposed plan differs from the Corridor Study recommendations in that it
retains the current Jackson Avenue, Milwaukee, Monroe, and St. Louis Street
connections to Excelsior Boulevard. Leaving the Milwaukee and St. Louis
street flat-angle intersections is not desirable from traffic safety and access
perspectives. However, it wouldn't be prudent to make major modifications
to access now when we don't know future redevelopment needs. The rest of
the proposal follows the Study recommendations.

County Road 3, Segment 3, Meeting With East End Neighborhood
As part of the continuing efforts to organize neighborhoods through the Neighborhood
Contact Committee, the second meeting of the East End neighborhood was held on
March 19. The primary topic of discussion was the current plan for improvements to
the County Road 3 segment between Highway 169 and Blake Road. This topic was
discussed at the first meeting of the neighborhood. It was determined best to
readdress the issue at the second meeting, with Mark Koegler, from Hoisington Koegler
Group, in attendance to explain the factors which led to the current plan for
improvements.
At the March 19 meeting there was a clear split within the neighborhood regarding a
north versus south realignment of County Road 3, but it would be safe to say that a
larger proportion of the audience was in favor of moving the road north, which is not in
keeping with the current plan. The neighborhood was told that their concerns would be
voiced to the City Council and that they would be informed of any future decision points
concerning the proposed plan.
The current plan calls for the right-of-way width to be expanded from its current width of
66 feet to 100 feet. A south alignment was selected for a variety of reasons, centering
around safety, access, aesthetics, and land use redevelopment.
Those in opposition to the south alignment indicated the following reasons for their
opposition/concern:
. Business loss of the Spur station and Dairy Queen
. Concern and skepticism about the proposed berm and snow fence with
landscaping plan
. Four-way signal at Jackson Avenue
. Reduction of access at Monroe and Van Buren
. . Safety concerns of moving County Road 3 traffic closer to neighborhood
. Concern about alley closures along north end of neighborhood
. Preference to removing businesses on north side, rather than south side
Those who were in attendance who favored the current plan tended to be closer to the
businesses along the north side of the neighborhood, and they liked the idea of a berm
with landscaping versus current business intrusions at the alley.
The current plan is ready to be put into preliminary design by Hennepin County. Staff
needs direction on this issue and would like to know whether the Council is inclined to
alter or consider altering the current plans for County Road 3.
