Staff recommends adoption ofthe following motion: " Move that the Council adopt Resolution 97-64. Resolution for the Award of Bid. Sanitarv Sewer Lift Station No.5 Re\)lacement. Proiect 96-02." Overview. This project was advertised for bid last year, the bids were opened on July 12, 1996. The low bid at that time of the two bids received was $282, 850.00. It was determined by the City that the project be rebid in the spring of 1997 in an attempt to obtain a greater number of bidders, possibly resulting in a lower project cost. The project was re-advertised and bids were opened on May 13, 1997. The project was bid with a slight modification from the original plan plus an alternate plan for the construction of the new control building on the existing lift station foundation. The bids were $287,154.00 for the base bid and $275,029.00 for the alternate bid. After discussions with the contractor, it was the complexity of the project and the various types of construction that may have deterred several contractors from bidding and made the project more expensive to complete. Based on the low bid from July 12, 1996 and the bid obtained on May 13, 1997 the engineer recommends that the city adjust the budget for the project, accept the bid, and award the project to Lametti and Sons, Inc. Lametti and Sons, Inc. is familiar with this type of work and capable of adequately completing the work. -. The lIlost 'significaIit deviations from the engineec's estimate are associated with demolition of the existing building and construction of the new control building. Discussions with the bidder after the bid opening revealed that the complexity of the project and various types of constI:uction involved may have deterred several contractors from submitting a bid. Other issues and their status as they relate to the project are as follows: 1. The conditional use pennit process that the City of Saint Louis park is requiring fox the alternate bid prior to issuance of a building pennit should be complete by July 21. 1997. This permit has been resubmitted to the Saint Louis Park city staff for review. 2. All other permits have been obtained for this project. 3. Permits have been received from the Minneapolis Park Board. The requirements they have listed for the original design apply to the alternative bid with no modifications. 4. The Minneapolis Park Board has extended the duration of the temporary easement on which the pzoject sits. The easement has been quit claimed in favor of the City of Hopkins. 5. Based on the low bid from July 12, 1996, and the bid obtained on May 13, 1997, it is our recommendation that the City adjust the budget for the project. accept the bid, and award the project to Lametti and .Sons, Ine.
