METRO TRANSIT - TRANSIT HUB
Pro Dosed Action.
Move to select a temporary transit hub at the existing park and ride for the Metro Transit
restructuring plan.
Overview.
The City has been involved in a three-city transit study. The other cities involved are St.
Louis Park and Minnetonka. As a result of the study, a restructuring of Metro Transit is
proposed and will start in March. As part of the restructuring of the transit service, a hub will
have to be constructed. At this time the hub will be considered temporary until a decision is
made on the southwest bus-way.
Several months ago representatives from Metro Transit appeared before the City Council to
. discuss the location of the temporary hub. The two locations at that time were Ninth Avenue
and the park-ride on County Road 3. The Council asked the Met Transit to consider Eighth
Avenue. Attached is the parking scheme for Eighth Avenue and the park-ride.

Eighth and Mainstreet

Located in a natural destination/ridership generating area
Very limited construction needed

Curb cuts necessitate a very long walk (300 ft) for some passengers.
No bus stops at Mainstreet

Encroaches on existing parking (on Mainstreet and Eighth Avenue)

All buses in close proximity to each other

30 cars from park-ride will be displaced
Extensive construction required
Construction will take place after hub operation begins. Park-Ride patrons will be
inconvenienced during construction
. What is the staff recommendation?
Although there are pros and cons to both sites, the staff would recommend the park and ride
site. This recommendation is based on the fact that most buses will be going through the
downtown and making stops before arriving at the transit hub.
Alternatives.
1. Approve the transit hub at the park and ride site.
2. Approve the transit hub for 8th Avenue.
3. Continue for further information. If the City Council indicates that further information is
. needed, the item should be continued. Continuing this item may affect the timing of the
transit restructuring and the preparation of the hub.
