Order Feasibility Report
2001 Alley Reconstruction
Proposed Action.
Staff recommends adoption ofthe following motion: Move that Council adopt Resolution 2000-
81 , Resolution Ordering Preparation of Feasibility Report, Alley Reconstruction Proj ect 00-12.
Overview.
Council in the past has instructed staff to present projects for consideration where alleys have
posed maintenance problems. The 2001-2005 CIP identifies two alleys falling into this category.
Staff proposes to delay the second alley until 2002. The roadway under consideration for
reconstruction in 2001 is the alley in the #300 block between 19th Avenue North and Hilltop
Park. Staffrecommends delaying consideration of the alley in the #200 block between 5th/6th
A venues North. Refer to the attached location map.

. Analysis.
. Existing alley conditions
The alley under consideration is the only roadway access to two properties located
between Hilltop Park and 19th A venue North in the #300 block. The alley COlmects with
a short improved section of3rd St. North and thence to 19th Avenue. The alley is of
bituminous surface considerably deteriorated. Maintenance is an on-going issue because
of increased need for patching. Issues of drainage arise in attempting to channel storm
runoff into 3rd Street or to an established low area adjacent to Hilltop Park. There are
also issues ofvehicIe maneuvers for trash collection and snow removal.
. Need for feasibility report
Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process.
In addition, feasibility reports provide Council with detailed information and are a useful
basis for deciding whether to pursue improvement projects. Information in the reports
will give Council project costs, potential assessment amounts per lot, and the City's share
of the project cost. Present policy calls for the City to assume a 20% share ofthe project
costs. The feasibility report will be prepared by the City Engineer or his designate.
In preparing the report staff will meet with property owners in the affected project area to
provide information and seek input.

RESOLUTION NO. 2000-81
RESOLUTION ORDERING THE PREP ARA nON OF FEASIBILITY REPORT
ALLEY RECONSTRUCTION PROJECT 2000-12
WHEREAS, the alley in the 300 Block between 19th Avenue North and Hilltop Park is deemed
to be in deteriorated condition, and
WHEREAS, City staff is requesting that the alley be upgraded under the current assessment
policy even though no petition for the upgrade has been submitted, and
WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report,
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota, that the proposed improvement be referred to the City Engineer for study and
that he is instructed to report to the Council with all convenient speed advising the
. Council in a preliminary way as to whether the proposed improvement is feasible and as
to whether it should best be made as proposed or in cOllilection with some other
improvement, and the estimated cost of the improvement as recommended.
