Authorize Traffic Engineering Study: 17th Ave SJ1 st Street S School Crossing
Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize
the Citv Enaineer to prepare a report in accordance with Leaislative Policv 8-A
reaardina the reauest for improvements to the 17th Avenue S/1 st Street S school
crossina.
Overview.
Staff received a petition to improve this crossing location. The crossing is at an
uncontrolled intersection where there is considerable afternoon traffic. In its
report to City Council staff will consider the current situation, justification for a
change, options for improvements and costs. The report will be presented at the
. November 21 Council meeting.
Primarv Issues to Consider.
. Is an engineer's report warranted?
Yes. Based on the petition there appears to be sufficient concern. In
addition, the number of school children using this crossing will probably
continue to increase as younger families move into the neighborhood area
west of 17th Avenue South. The crossing is well-marked with advance
signage on the boulevards, pavement marking and a 20 mph speed limit
posting when children are present. However, the street is wide, traffic
volume is fairly high and there's a greater tendency to exceed the speed
limit.

, Petition for School Crossing Upgrade on 17th. Ave. So.
Dear Vern:
I'd like to start out by saying my husband Brian and I love living in Hopkins. We think
it's a wonderful town to raise Kristina, our six year old child in. We think of it as
Mayberry and actually express this to people we meet when we travel. We love
everything - from the church bells that ring to the flags and Christmas decorations down
Main Street And let's not forget Raspberry Festival and the parade.
We recently had two culdesacs completed on 18th. and 19th Avenue South, which has
caused more traffic on 17th. Avenue South. Traffic is now typically well above the speed
limit and we are very concerned about the children crossing this busy street during
schooL There are a few patrol children who do their job well and others who don't. A
. large amount of the traffic is not paying attention to these patrol children and some don't
even stop.
I will be honest by saying that I don't notice as many traffic problems in the morning, but
the afternoons are unbelievable. I simply cannot trust these patrol children to help cross
my one and only baby, wondering day to day if the traffic will stop.
I have started this petition because I want to feel secure and hope that some
improvements can be made at this busy school crossing.

. This petition serves as a community effort to help improve the cross walk warning system for Katherine Curren
Elementary School at the crossing on 1st Street and 17th Avenue South. 17th Avenue has become a very busy
road. There is not ample warning of children crossing, and the assigned crossing guards are not always there to
warn passing vehicles. Please help the community and their children by signing this petition if you are in favor
the warning system at this important crossing for Hopkins children walking to school.
