Storm Sewer Improvements

Proposed Action
Staff recommends approval of the following motion: Move that council accept a
consultant services proposal from SEH Engineering for storm sewer improvements to
address floodinQ at Monroe Ave. and 2nd Street N.E. and authorize preparation of plans
and specifications.
Overview
Subsequent to large rainfalls in the summer of 1997 and the resulting localized flooding,
SEH Engineering (at that time RCM Associates) undertook a storm water flooding
analysis, Attention was focused on flood problem areas including the Monroe Ave. /2nd
Street N.E. intersection.
Since 1997 various projects addressing the flooding issues have been completed. The
remaining target site at Monroe Avenue has undergone further study by SEH, and a
February 16] 2000 report outlines alternatives to address the flooding problem and their
. costs.
SEH Engineering has submitted a proposal for engineering services on a
recommended project out of that February 2000 report. Council needs to act on the
proposal and order project plans.

. Project Scope
Heavy rainfalls in the past including the rainfall event of 1997, have caused
flooding near the intersection of Monroe Avenue and 2nd Street N.E. Residential
flooding has also occurred at 217 Monroe A venue where 3 inches of water was
reported on the lowest floor in 1997 and 18 inches in 1987. The existing storm
water conveyance system delivers water from 2nd Street and Monroe Avenue
through six culvert crossings before discharging into Minnehaha Creek. The
culvert crossings providing significant restriction in the system's capacity are
those at the end of Madison A venue North and the ABM driveway crossing just
off 2nd Street N.E.
The engineer recommends increasing flow capacity at ABM by installing an
additional culvert. This is estimated to cost $27,500. The engineer proposes
replacing the two restrictive pipes at Madison A venues with a box culvert. The
estimated cost for this structure is $54,000.
The total construction cost amounts to $81,000. An alternative is to make no
culvert capacity improvements, to live with periodic street flooding at Monroe
and 2nd Street N.E. and to condemn the property at 217 Monroe Avenue. The
estimated market value of the home was $112,000 in 1998.
. . Consultant proposal
SEH Engineering proposes to offer their services for this project at a cost of
$17,050. This includes survey work, plan/specifications preparation and assisting
with the bid process. This is roughly at 21 % of the construction cost and within
recommended services standards.
. Funding
The source of funding for this project will be the Storm Sewer Utility as budgeted
in the 2001-2005 ClP and in the 2001 budget.
. Schedule
Staff anticipates plans to be completed by February with a bid opening in March.
Construction can get underway in June.
. Recommendations
Staff has reviewed the SEH project scope recommendation and services proposal
and finds they meet City needs. They are fair and reasonable in cost. Staff
recommends approval of the proposal and the authorization for plans and
specifications to be drawn up.

We have reviewed the Feasibility Report for the Monroe Avenue Drainage Project dated
February 16, 2000 and submit this proposal for your review. It is our understanding you want to
construct this project in the summer of 200L Based on our review of the report and the
understanding the City would like to proceed with the recommended alternate number 6,
including the installation of a new culvert under Madison Avenue, with a total estimated opinion
of probable construction cost of approximately $81,000, we propose the following:
