LRT REGIONAL TRAIL WINTER ACTIVITIES PERMIT
Proposed Action
Staff recommends adoption of the following motion: "Move to adopt Resolution 2000-83
approving winter activities of hiking, biking and pet walking on the two regional LRT trails in
Hopkins."
Overview
Hennepin Parks allows certain winter activities on the two southwest regional trails, contingent
upon approval from the Hennepin Parks Board of Commissioners. This approval requires a
verification of formal City Council Action approving the proposed activities. If no formal action
is taken the trails will be signed as closed, by order of the local City Council. This procedure is
the same as that used for the last three winter seasons.

. Primary Issues to Consider
<> Certificate of Insurance
A certificate of insurance naming Hennepin Parks as an additional insured is required. This
was completed last year as well and is taken care of by the Finance Director.
<> Is this process the same as the process used in other years?
This process is the same as that completed for the last three seasons. We experienced many
favorable comments on having the trails plowed and maintained for winter hiking and biking.
There were no problems with vandalism. The maintenance tasks required snow plowing and
occasional sanding because of ice build~up.
<> What happens if the city does not approve a permit?
If the City Council does not approve a winter permit, Hennepin Parks will close the trails at the
city limits and post "Trail Closed" signs as per direction of Hopkins City Council.
<> Does this action impact additional funding or staff work loads?
City crews have been plowing and maintaining these trails for the last several winters. The
impact on staff is minimal to plow and sand. Use patterns are fairly high, which should justify
. continued winter maintenance.

Permitted activities are determined by individual communities, contingent upon approval from

submitted to Ann Bassett, Administrative Assistant, by October 15, and include verification of
formal City Council action approving the proposed activities (a copy of appropriate meeting
minutes) and a Certifi~ate of Insurance, naming Hennepin Parks as an additional named insured.
Please contact your insurance carrier to provide us with an updated copy. Please include
proposed rules and regulations for winter use, as well.

Authorization is hereby requested from the Hennepin Parks Board of Conunissioners to use portions of the LRT
Regional Trail Corridor for winter use activities between November 15 and March 31 as detennined by each
municipality within guidelines set forth herein on property located within individual City bOlUldaries.
It is understood and agreed that approval from the Hennepin Parks Board of Commissioners is contingent upon the
following conditions:
. The City will provide the Park District with a Certificate of Insurance, naming Hennepin Parks as an additional
named insured. Such certificate shall provide at least $1,000,000 aggregate or combined single limit of general
liability coverage for the requested winter use activities.
. The City agrees to maintain the trail, including, but not limited to, any plowing, sweeping, sanding, packing, trash
. pick-up, and sign replacement, between November IS-March 31 pursuant to guidelines established by the Park
District. The City further agrees to immediately address all safety issues on or adjacent to trails.
. The City will provide signage at locations approved by the Park District notifying the public of authorized winter
activities within its city limits; activities may include hiking, b~g, snowmobiling, cross-conntry skiing,
snowshoeing, or pet walking. Winter use signs must- be installed by the City at designated locations prior to
November 15 and removed by the City no later than April 15. These signs are totally the responsibility of each
municipality.
. The City agrees to enforce rules and regulations established by the municipality as part of its request for a Winter
Use Permit.
. The City agrees to repair all trail surface damage that occurs as a result of winter trail activities andior maintenance,
including, but not limited to, grading or adding aggregate pursuant to guidelines established by the Park District.
. The City agrees that winter trail use will be available to all persons, regardless of residence.
Each City is required to submit its annual permit requests, including proposed rules and regulations, by October 15,
after which the Park District may take up to 45 business days to process. Each permit request must be submitted as a
result of fonnal City Conncil action, with accompanying verification, agreeing to the terms and conditions outlined by
the Park District's Winter Use Permit. It should be further understood that no winter activity will be allowed on
segments of the LR T Regional Trail Corridor where municipalities do not request and receive permits.
The Park District reserves the right to terminate a permit at any time, if the conditions set forth herein are not followed.

PARK BOARD MEETING MINUTES
. September 18, 2000
A regular meeting of the Hopkins Park Board was held on September 18, 2000.
1. CALL TO ORDER
Chairperson M. Kuhl called the meeting to order at 6:35 p.m.
II. ROLL CALL
Present were Park Board members;" Mark KuW, Barbara Dore, Richard Neimann and Patty Schuessler. Absent
was member Bill Gullickson. Also present was Hopkins staff Liaison Ray Vogtman.
m. APPROVAL OF MINUTES FOR JULY 17, 2000
P. Schuessler moved and R. Niemann seconded a motion to approve the minutes for the July 17, 2000 meeting.
On the vote: M. KuW, B. Dore, R. Neimann, and P. Schuessler voted yes. The minutes were approved 4-0.
N. BUSINESS
A. BOARDS AND COMMISSIONS JOB DESCRIPTIONS
. Information was shared from the zoning and planning job description. Staff member R. Vogtman was
asked to prepare the draft of a Park Board job description. The draft will be reviewed at the next
meeting. No action was required.
B. ALCOHOL CONSUMPTION PERMITS
The Park Board reviewed the memo from R. Schwartz dated August 29. 2000 that summarized the year
2000 season. The information was presented so that the Hopkins Council could review the effectiveness
of the new policy. No action was required.
C. PARK DEDICATION FUND
The Park Board reviewed and discussed the July 25, 2000 letter from S. Mielke to M. KuW. The letter
was a prelude to a proposed joint meeting between the Park Board and City Council scheduled for
October 17, 2000. The results of the October 17th meeting will be on the agenda for November 20,
2000. No further action was required.
D. SKATEP ARK UPDATE
Staff member R. V ogtman gave an update on the skatepark. The season to date has been successful. At
the time of the meeting, anticipated revenue and attendance numbers were within budgeted projections.
Final season numbers may be available at the November 20 Park Board meeting. No further action was
. required.

E. TRAIL PERMIT
. R. Niemann moved and B. Dore seconded a motion to recommend to the City Council that the winter
trail permit with Hennepin County Parks be approved to allow the winter activities of hiking, pet
walking, and bicycling on the trails within Hopkins. The motion was approved 4-0.
F. BIKE RACKS
R. Vogtman led a discussion on the availability of bike rack styles and costs. The Park Board requested
that information on the Shady Oak Beach bike racks also be presented for review. No action was
required.
G. JOINT CITY COUNCIL - PARK BOARD MEETING
The meeting was held on October 17, 2000. Will be on agenda for November 20, 2000 meeting of the
Park Board.
H. PARK AREA ASSIGNMENT REPORTS
B. Dore - would like additional refuse cans on regional trails. Also, concerned with dogs in parks.
M. Kuhl - Suggested that the Maetzold shelter get stained next spring. Asked that ventilation be
installed in Maetzold concession room, also roof leaks in storage garage. Trim Oakes Park. Also
. questioned the alcohol sign on the Burnes backstop.
M. Kuhl - also asked if the concession tables could be anchored to the concrete at Maetzold.
1. PARKS UPDATE
R. V ogtman gave the Park Board an update of the park system.

The next meeting was scheduled for November 8, 2000.
V. NEW BUSINESS ITEMS
A. R. Niemann has received his business cards.
B. R. Niemann indicated that he will be presenting 3 projects for consideration. These included 1) a
miniature golf course; 2) a memorial garden park and; 3) indoor and outdoor shuflleboard courts.
VI. NEXT SCHEDULED MEETING
November 20, 2000 in the City Council Chambers.
VII. ADJOURNMENT
. R. Neimann moved and B. Dore seconded a motion to adjourn. The motion was approved 4-0. The
meeting adjourned at 8:20p.m.

RESOLUTION NO. 2000-83
RESOLUTION APPROVING REGIONAL TRAIL WINTER USE
WHEREAS, it is understood and agreed that year round activities such as hiking and biking
are beneficial to the health and well-being of all persons, and
WH EREAS, the City agrees that winter trail use will be available to all persons, regardless of
whether or not they are City residents, and
WHEREAS, The City encourages such health related winter activities by maintaining two
regional trails between November 15 - March 31, and
WHEREAS, maintenance includes plowing, sweeping, sanding, trash pick-up and sign
replacement and immediately addressing all safety issues,
. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins,
Minnesota, hereby requests from Hennepin Parks the authorization to allow winter use
activities such as hiking, biking, and pet walking on the two regional LRT trail corridors located
in the City.
Adopted by the City Council of the City of Hopkins, Minnesota, this 21s1 day of November,
2000.
