BRUSH COLLECTION
PROGRAM CHANGES
Proposed Action.
Staff recommends adoption of the following motion: "Move to
authorize staff to implement modifications to the brush collection
proqram by approvinq amendments to Leoislative policv 8-D as
outlined."
Overview.
In March Council approved various changes to the city's Brush and Yard
Waste collection programs (Council Report 97-50). After
implementation it was determined that more fine tuning of the Brush
program was needed. Because brush is one of the most labor intensive
programs we offer Council approved reducing the free brush collection
to the first Friday in June and the first Friday in september to
encourage use of our Free Drop off. Brush pick-up continued to be
offered all other Fridays for a fee. After implementing this new
program we became aware that since our drop off did not open until the
middle of May residents were without a free disposal option during the
spring months. To correct this oversight, and after approval by the
Mayor and city Manager, we began collecting brush free from Mid-April
(April 14) through Mid-May (May 9) to coincide with free Yard Waste
collection and assist with spring yard clean-up.
The changes being proposed are to amend Legislative Policy 8-D to
eliminate the free brush pick-up on the first Friday in June and
replace that pick-up with free brush pick-up from Mid-April through
Mid-May each year.

Free Brush Pick-ups from Mid-April throuoh Mid May. and
elimination of free pick-up on the first Friday in June.
Legislative Policy BD currently states that the city will provide
free brush pick-up on the first Friday in June and the first
Friday in September Only. staff is proposing to eliminate the
Free brush pick-up on the first Friday in June and replace that
with free pick-up from mid-April through mid-May. This will give
residents an option for disposing of brush in the spring when the
drop off is not open. We will continue to offer brush pick-up
weekly for a fee based on volume in addition to a free pick-up on
the first Friday in September.
o Public Notification of Changes
Residents will be notified of these changes by articles placed in
the Sailor newspaper, and the Ho~kins Highliohts. The cable
bulletin board will also be utilized.

4.02 Brush pick up
a. The city provides brush pick up free (City service Area
ONLY) on a call in basis from mid-April through mid-May and
also on eft-~he-~~~5~-~~ea~-~~~~ the first Friday in
September. During all other Fridays a fee per pick-up is
charged. Fees are established by Council Resolution.
b. BRUSH DEFINITION: Tree limbs and branches up to a maximum
of 6 inch diameter and 20 foot length...includes twigs and
other tree parts within size definition.
c. Brush is picked up from the bouleyard side of the residence
ONLY due to height restrictions for equipment in alleys.
d. Brush must be stacked on the boulevard in a neat pile,
parallel to the street. Small twigs can be placed in
cardboard boxes, but not in plastic bags. Keep brush far
enough away from containers (4 feet) to allow regular
automated pick up. Keep brush at least 5 feet away from
utility poles and parked cars. Do not pile brush under
trees and shrubs, behind fences or under overhead wires.
e. Normally, brush pick up is completed every Friday except for
holidays and during unusual conditions such as snow storms.
f. Calls are taken throuoh Thursday before 2:00 p.m. for
scheduled pick up that Friday.
g. State Law prohibits mixing brush in the same container with
regular household waste. DO NOT put brush in your refuse
container.
h. Only brush which is generated on Hopkins properties will be
picked up. Brush from land clearing operations will not be
accepted.
