LIQUOR LICENSE FOR HOPKINS LIQUORS
Pro Dosed Action
Staff recommends approval of the following motion: Move to approve with
conditions the off-sale liauor license aDPlication for Trvona La. an individual. doinQ
business as Hopkins liquors. located at 712 - 11th Avenue South alona with an
application to sell ciaarettes not bv machine.
Adoption of this motion will grant license for Tryong La to operate an off-sale liquor
store at 712 - 11th Avenue South. This is the present site of the Hopkins Liquors.
Overview
Mr. La has applied for an off-sale license for Hopkins Liquors, located at 712 - 11th
Avenue South. He is in the process of purchasing the business from its present
owner.
Mr. La has submitted a certificate of insurance for liquor liability.
The Hopkins Police Department has investigated the applicant and has found no
reason to deny the license, however, they have not received information from
Hawaii and at this point are giving tentative approval.

The application requires that a copy of the sales agreement and a drawing of the
premises be attached. Mr. La is in the process of purchasing the business and
does not have the sales agreement at this time. The sale of the business will be
contingent upon his being granted a license from the City of Hopkins. The drawing
is superfluous if the license is not granted. Staff recommends that the agreement
and drawing be submitted before the license is issued.

Captain Liddy's memo explains why the information has not come from Hawaii.
At this time there is no reason for the City to deny the license. Staff recommends
that license be granted at this time, so that Mr. La can continue with his purchase,
contingent on the information that comes from Hawaii continues to support the
issuance of a license.
Alternatives
1 . Grant the license with conditions that the additional information is
submitted and that the full report is received from Hawaii and there
continues to be no reason to deny.
2. Grant the license with no conditions
3. Continue the application until July 1, 1997
4. Do not grant the license

We are, however, still waiting for records checks from the State
of Hawaii, Mr. La's prior home state. Hawaii does these records
checks manually and I would anticipate that it will be another
5-7 days before we get information from them on whether Mr. La
does or does not have any prior criminal history in their state
which would disqualify him in Minnesota.
