_d~ATION OF LOCAL PERFORMANCE MEASURES
Proposed Action
Staff recommends adoption of the following motion: Move to authorize the Mayor and Mayor
pro tempre to execute the reqJlired certification oflocal performance measures.
Adoption of this resolution will result in the City of Hopkins qualifying for 1998 local
performance aid.
Overview
A couple of years ago the legislature passed a state statute allowing local units of government to
apply for local performance aid. In April, 1997, the City certified local performance measures
for 1998. Since then the 1997 legislature revised the format for certification to be very specific
as to what program (s) will be funded and how the effectiveness will be measured.

In order to qualify, a city must have a system of performance measures which are regularly
compiled and presented to the Council at least once a year. The Hopkins budget includes a
system of performance measures, and therefore, qualifies under this state program.
The snow and ice removal division would be a logical area for providing performance measures.
Total costs of this division are already captured and a record of snowfalls - frequency, snow
depth, etc., are also maintained. Relating costs and volume to miles of streets and alleys would
provide a meaningful yardstick.
The statutes require that the certification be signed by the Mayor and a member of the City
Council. Staff is recommending that the Mayor pro tempre be the other authorized signatory.
The completed form is due back to the Department of Revenue by June 30,1997.

Local performance aid for 1997 is estimated at $18,687 and estimated at $18,700 for 1998.
