PURPOSE
To provide the City Council with an update on the 2023 Planning and Zoning
Commission work plan and for Council feedback on the 2024 work plan.
INFORMATION
The Planning and Zoning Commission work plan is intended to allow the City Council to
communicate with and follow the work of the Commission. The work plan consists of the
additional items that the Commission takes on above and beyond the typical routine
processing of land use requests.
In 2023, the work plan included community education and engagement; and ongoing
training. For community engagement, the Planning and Zoning Commission tabled at
Mainstreet Day in May and the Fire Department Open House in October. The
Commission displayed and handed out QR codes that linked to the City’s Interactive
Zoning Map and Interactive Development Project Map. Additionally, as a means to
introduce the City’s updated zoning code, the Commission offered handouts with
information on Accessory Dwelling Units, which was a newly enacted policy in the
update. Commissioners also educated community members on the nature of their
advisory role and their meeting format and schedule. With regard to training, staff
provided a session on the organization of the Comprehensive Plan, as well as a session
on the basis of zoning procedures and decisions; and the updated zoning categories.
In 2024 the Planning and Zoning Commission Work Plan largely continues those items
in the 2023 work plan. During discussion of the draft work plan the Commission agreed
that tabling at two events was the right amount to continue in 2024. The Commission
also discussed particular topics area for additional training; principally, an overview of
zoning and planning around the Shady Oak LRT station area. In 2024 the Commission
will have an added work item in reviewing the forthcoming sustainable building policy.
FUTURE ACTION
Staff and the Planning and Zoning Commission Chairperson will return to the City
Council in Fall 2024 to provide update on this plan.

Staff Comments: Staff presented the draft 2024 Annual Work Plan to the Commission during
their regular October meeting. Based on feedback from the Commission,
staff refined the draft work plan and will present it to the City Council in
November for further discussion and comment.
