CR 97-137 Review Shady Oak Beach RenovationAugust 5, 1997 y 5 Council Report 97-137 ~ P v 1 ~ REVIEW OF SHADY OAK BEACH RENOVATION PLANS ro os d t' n taff recommends the following motion: Move to approve Phase II Shady Oak Beach renovation I as presented by staff. Overview At the May 20, 1997 meeting, Council reviewed a revised Phase II site plan for proposed renovation improvements to Shady Oak Beach. These improvements are scheduled for completion by June 1, 1998. The plan reviewed by Council was recommended by the Joint Recreation Board at their meeting of May 14, 1997. Following the review of recommended Phase II improvements, Council expressed concerns related to the design and size of buildings being considered at the site. In addition, concerns were raised regarding perceived changes to the plan when compared to the original Master Plan previously reviewed by Council. Staff was directed by Council to review the concerns indicated, meet with members of the Hopkins Park Board including past members who were active in preparing the project's Master Plan, and report back to the Council with updated information. Throughout the month of May, staff worked with the architects to further refine the plans and develop a more traditional look to the design of buildings to be constructed on the site. At the July 9, 1997 Joint Recreation Board meeting, the Board reviewed modifications to the Phase II site and building plans, and adopted motions approving each. As requested by Council, the Hopkins Park Board, along with three past members who previously worked on the project, reviewed the building and site plans on July 21. On a 6-0 vote, the Park Board also adopted both the building and site plans as presented y the architects. At the August 5, 1997 meeting, the project's architects will bring the revised building and site plans back to the Council for review. Approval of the plans by Council will allow the architects to complete design development and construction documents for the project. Authorization to allocate funds for completion of the project will be discussed at the August 19, 1997 meeting with the review of an agreement between the Cities of Hopkins and Minnetonka for long-term operation of the beach. Primary Issues to Consider • Comparison of current site plan to the original Master Plan. • Review of building design plans. • Review of project budget. SuRportina Documents • Project site plan • Project schedule • Building design plans • Comparison matrix of project amenities Dave Johnso ~irector of Recreation Services Primary Issues to Consider • Comparison of the current site plan to the original Master Plan At the request of Council, a matrix has been developed by Brauer and Associates which compares amenities included in the current plan to those originally included in the Master Plan. A copy of the matrix is attached for the Council's review. As indicated, only two items which were included in the Masfier Plan are not included in the present plan. The cabana has been deleted due to budget restrictions and could easily be added at a later time. This structure is not considered important to the programming aspects of the project. The second item not included in the present plan is the Shady Oak Road underpass which is still conceptual and will be reviewed when Shady Oak Road is reconstructed. Three amenities including a child's 10+ play area, floatable play area and outdoor showers have been added to the project since the Master Plan was developed. • Review of building design plans Subsequent to a review of preliminary building design plans by both City Councils, the architects have followed Council direction and developed a more traditional look to the buildings. Materials planned for exterior design include masonry walls with a wood finish on the upper portion of the buildings. The roof structure is slated to be shingled, with the possibility of a standing seam metal roof bid as an alternate. Modifications made to the buildings since the Council last reviewed the project include a 15% reduction in the size of the lifeguard/first aid facility and the elimination of a six-foot bay in the bath house. The location of the lifeguard/first aid facility has been set back further into the site to allow for better site lines and the observation deck has been eliminated. The Cuningham Group will present the design plans for the Council to review at the August 5, 1997 meeting. • Review of Project Budget The project's budget for Phase II remains at 51,500,000. At their July 28, 1997 meeting, the Minnetonka City Council adopted a resolution authorizing up to 51,200,000 in funding for the project. Although Minnetonka's share of the improvements is projected to be 51,000,000, an additional $200,000 was approved to allow the Council flexibility throughout the bidding process. The City of Hopkins commitment remains at 5500,000. The architects continue to refine their areas of responsibility to bring the project in on budget. Re: Shady Oak Beach Matrix of Site Amenities -- Original and Revised Plan Dave, as per your request I put together a matrix illustrating the site amenities that were included in the original and revised master plari for Shady Oak Beach. I added a comment column to the matrix to highlight any changes between the orignal and revised and the reasoning behind those changes. Site Amenity I Original Revised Comment Concessions / / Somewhat expanded under revised plan to accommodate Building antidpated needs and service requirements. Lifeguard/Rrst Aid / / Somewhat expanded under revised plan based on staff and Joint Station Recreation Board input. Building relopted to foster unobstructed viewing of beach area. Square footage substantially reduced after City Council review (to minimum required to meet program needs). Restroom/Changing / / Somewhat expanded under revised plan to accommodate new Room Building program elemerns, such as family changing rooms. Square footage reduced after City Councl review (largely gained through reorganiang layout to maximize efficiency of building floor plan). . Cabana and / Not included in revised plan due to budgetary limihtions. The Pergolas expanded programs forthe buildings resulted in additional costs that needed to be made up someplace. The cabana can be added at a later date, ff desired. Shaded Sitting Areas / / Large umbrellas and overstory trees will provide shaded areas in numerous lomtions avoss the site. 175 Car Parking Lot / / Remaire essentially the same. and Entrance Drive Upper Plaza/Dedc / / Reorganized to accommodate revised building layouts. Square area ~ footage and irnern of seating areas remains essentially the same. Overhead shade will be provided by large umbrellas rather than pergolas. These offer additional shade in a cost effective manner. Children's Play Area / / See comment under Children's Water Play Area. 10+ Play Area / Added feature to appeal to the 10 - 14 year old age group. 7301 Ohms Lane, Suite 500 Minneapolis, MN 55439 Tel (612) 832-9475 Fax (612) 832-9542 Site Amenity I Original I Revised I Comment Children's Water / / Joint Reveation Board supported Brauer recommendation to Play Area reduce extent of infrastructural features, such as retaining walls, were feasible, which in tum allowed for a shift of budget dollars to play features and other site amenities geared toward the user. This is one of the features that will be expanded under this scenazio. Children's Water / See comment under Children's Water Play Area. Play at Lake Edge ("Floatables") Canoe/Paddle Boat / / Remaire in the plan. Design is simplified and more cost eft"ective Rental without compromising senrice. Also avoids conflict with DNR regulations related to permanent features below the ordinary high water mark. Deep Water / / Currently working on DNR permit application for repladng the Platform remaining deep water ptatfonn with a new penmanent structure. Probability of getting permit remains uncerhain. Small Docks / / Will continue to be used each season as determined appropriate by staff. Volleyball Courts / / Reduced from two to one for two reasons: I) accommodating two would require extensive and cosily earthwork and 2) review of demand by staff indimted that one court should meet program needs. Handicap Access to / / Will be included in revised plan. Currently investigating suitable Beach design approaches to this issue. Entry Court / / Remains a strong design feature. Sand Beach / / Equal or greater square footage of beach area. TurfAreas / / Equal or greater square footage of turf area. Omarnental Fence / / Same design intent as original plan. Enclosure Landscaping / / Same design intent as original plan. Fshing Pier / / Already constructed. Canoe Launch / / Already conswcted. Community Trail / / Will be included in revised plan. Linkage. Bike Rados / / Appropmately 50 bikes accommodated under revised plan. Can be expanded in the future if demand warrarrts. Outdoor Showers / Added feature under revised plan. Underpass Across / Future consideration (dependant upon reconstruction of Shady Shady Oak Road Oak Road by Hennepin County).
