REVIEW OF SHADY OAK BEACH RENOVATION PLANS

Overview
At the May 20, 1997 meeting, Council reviewed a revised Phase II site plan for proposed renovation
improvements to Shady Oak Beach. These improvements are scheduled for completion by June 1,
1998. The plan reviewed by Council was recommended by the Joint Recreation Board at their meeting
of May 14, 1997.
Following the review of recommended Phase II improvements, Council expressed concerns related to
the design and size of buildings being considered at the site. In addition, concerns were raised
regarding perceived changes to the plan when compared to the original Master Plan previously
reviewed by Council. Staff was directed by Council to review the concerns indicated, meet with
members of the Hopkins Park Board including past members who were active in preparing the project's
Master Plan, and report back to the Council with updated information.
Throughout the month of May, staff worked with the architects to further refine the plans and develop
a more traditional look to the design of buildings to be constructed on the site. At the July 9, 1997
Joint Recreation Board meeting, the Board reviewed modifications to the Phase II site and building
plans, and adopted motions approving each. As requested by Council, the Hopkins Park Board, along
with three past members who previously worked on the project, reviewed the building and site plans
on July 21. On a 6-0 vote, the Park Board also adopted both the building and site plans as presented
y the architects.
At the August 5, 1997 meeting, the project's architects will bring the revised building and site plans
back to the Council for review. Approval of the plans by Council will allow the architects to complete
design development and construction documents for the project. Authorization to allocate funds for
completion of the project will be discussed at the August 19, 1997 meeting with the review of an
agreement between the Cities of Hopkins and Minnetonka for long-term operation of the beach.

Primary Issues to Consider
• Comparison of the current site plan to the original Master Plan
At the request of Council, a matrix has been developed by Brauer and Associates which
compares amenities included in the current plan to those originally included in the Master Plan.
A copy of the matrix is attached for the Council's review. As indicated, only two items which
were included in the Masfier Plan are not included in the present plan. The cabana has been
deleted due to budget restrictions and could easily be added at a later time. This structure is
not considered important to the programming aspects of the project. The second item not
included in the present plan is the Shady Oak Road underpass which is still conceptual and will
be reviewed when Shady Oak Road is reconstructed.
Three amenities including a child's 10+ play area, floatable play area and outdoor showers
have been added to the project since the Master Plan was developed.
• Review of building design plans
Subsequent to a review of preliminary building design plans by both City Councils, the
architects have followed Council direction and developed a more traditional look to the
buildings. Materials planned for exterior design include masonry walls with a wood finish on
the upper portion of the buildings. The roof structure is slated to be shingled, with the
possibility of a standing seam metal roof bid as an alternate.
Modifications made to the buildings since the Council last reviewed the project include a 15%
reduction in the size of the lifeguard/first aid facility and the elimination of a six-foot bay in the
bath house. The location of the lifeguard/first aid facility has been set back further into the site
to allow for better site lines and the observation deck has been eliminated.
The Cuningham Group will present the design plans for the Council to review at the August 5,
1997 meeting.
• Review of Project Budget
The project's budget for Phase II remains at 51,500,000. At their July 28, 1997 meeting, the
Minnetonka City Council adopted a resolution authorizing up to 51,200,000 in funding for the
project. Although Minnetonka's share of the improvements is projected to be 51,000,000, an
additional $200,000 was approved to allow the Council flexibility throughout the bidding
process. The City of Hopkins commitment remains at 5500,000.
The architects continue to refine their areas of responsibility to bring the project in on budget.

Dave, as per your request I put together a matrix illustrating the site amenities that were included in
the original and revised master plari for Shady Oak Beach. I added a comment column to the matrix to
highlight any changes between the orignal and revised and the reasoning behind those changes.
