CR 97-139 Contingency Parking PlanG `/ \ T \~~ > July 30, 1997 ti o P K ~ ~ ~ Council Report 97-139 CONTINGENCY PARI{ING PLAN Proposed Action Staff recommends approval of the following motion: Move to approve the Contingency Pazking Plan as recommended by staff. With approval of this action, staff will undertake the necessary steps to implement this plan. Overview At the last Council work session, staff reviewed a proposed Contingency Pazking Plan, as recommended by HBCA. Also discussed was information from Vedi & Associates on a cost proposal for lighting improvements and exterior sign modifications to the ramp and information from Vern Pankratz from Public Works. Council requested staffto approach certain owners of property abutting the downtown area to pursue obtairring access to their property to be used for parking space due to a possible increase in pazking needs as a result of recent development projects located in the downtown area. Council also requested staff to draft a public parking map that shows all the possible parking areas available when the ramp is full. Based on discussions with Council members at a previous work session, the HBCA, P.S. Vedi, and Vern Pankratz, staffis now recommending approval of a Contingency Parking Plan. Harts-h'oa~rna' Economic Development Coordinator Council Report 97-139, July 30, 1947 -Page 2 Primary Issues to Consider • What is the plan being recommended for approval? • Replace twenty existing 100 watt H.P.S. light fixtures with 150 watt H.P.S. light fixtures on the lower level of pazlcing ramp. • Modify signage on the exterior of ramp and on the corners of 1 lth Avenue and Mainstreet and 10th Avenue and Mainstreet. Staff met with P.S. Vedi of Vedi Associates and Vern Pankratz to discuss signage issues. Reports from Mr. Vedi and Mr. Pankratz are attached for your review. • Evaluate the "No Turn On Red" signs located on 11th Avenue and Mainstreet and 12th Avenue and Mainstreet. After six months from the opening of the Hopkins Center for the Arts, a change will be made to these signs if warranted. • Approach owners of property in or abutting the downtown area to pursue obtaining access to their parking space. Staff has already met with Chuck Kritzler, director of the Hopkins Public Library. Mr. Kritzler requested that staff draft an agreement that indemnifies the County in case of vandalism to pazked cars or accidents that may occur on their lot. • Prepaze a public pazking map showing the pazking spaces in the downtown area. • How will the project be funded? There are funds available in the parking budget sufficient to implement the contingency plan as detailed above. Alternatives Approve action as recommended by staff. This will allow the above identified activities to move forwazd. 2. Do not approve action as recommended by staff. Continue for additional information. With this action, the Council needs to identify what additional information is required. April 1, 1997 For the past several months a Parking Contingency Task Force has been meeting to discuss a contingency plan for parking in the downtown Hopkins area. This partnership of the City of Hopkins and the HBCA was charged wfthdeveloping apro-active plan incase the opening of the arts center negatively impacts parking in Hopkins. Participants on the task force: Ed Hanlon; Sob Miller; Ghuck Poppler; Gary Rybolt, Mike Tait and City of Hopkins and HBCA liaisons (Jim Hartshorn and Sterling Patterson). The following recommendations were adopted by the HBCA Board of Directors at their March meeting: • Provide better signage for the parking ramp, promoting that the ramp is free. Install other signage that is visible from Mainstreet and First. • Install better lighting in the parking ramp to increase the feeling of safety in the ramp. • Better market and educate the public on the uses of the parking ramp. • Reconsider recent policies for "no tum on red" on 1I" and Mainstreet, based on recent law changes regarding pedestrians and crosswalks. ' • It problems do arise, reenter discussions wit(t the kegion and St. Joseph's. The first four recommendations are strongly recommended whether or not a parking crisis occurs- Currently, the parking ramp is underutilized and our highest priority is to fill the ramp. If parking situations occur other suggestions have been eluded to and wiU be revisited.
