Citywide Concrete Alleys
Proposed Action
Staff recommends adoption of the following motion: Move that Council consent to
revision in the 2001 - 2005 CIP allowinQ staff to delete the alley between Shady Oak
Rd. and City limits, north of Bradford Rd., from consideration in the Citywide Concrete
Alleys proQram for 2001 and to replace it with the alley west of 19th Avenue North, north
of 3rd Street North, currently under consideration for the year 2002.
Overview
Staff has reviewed the Citywide Concrete Alleys program in the 2001 - 2005 CIP and
feels there should be a revision in priorities. An alley between Shady Oak Rd. and City
limits north of Bradford Rd. is now deemed infeasible. Staff wishes to substitute the
alley in the #300 block between 19th Avenue North and Hilltop Park for consideration in
2001.
Primary Issues to Consider
. Reason for revision
. In light of potential redevelopment that may occur west of Shady Oak Rd.
when that roadway undergoes planned reconstruction, it is not feasibl~ to
consider reconstruction of the alley between Shady Oak Rd. and the Cliy
limits to the west. There is more pressing need to consider the alley in the
#300 block between 19th Avenue North and Hilltop Park. Issues of access
for trash collection and snow plowing come to mind.
. Notification
If council concurs with staff's assessment and consents to a revision,
notification to affected neighborhoods will be carried out immediately.

Justification
The;ity has-h~d a policy-.~f~~~tru~ti~g ';-~n~r~I~;;jJeys fo-;:-an~mb~r~-f years. This policy has proved to be sound by the con~ret~~li~y;' d~-;:ability and low
maintenance costs. The alley condition survey indicates there are approximately 8,000 feet of alley tn poor condition. The estimated cost to rebuild these alleys is
$350,000 over six years. Current policy has the city share at 20% of the cost in residential areas. The amount recommended would allow the city to complete
leconsrruction of the al]eys (currently rated as poor) by the year 2002. The city will experience cost savings due to lower maintenance costs.
