Approve Streetscape Design, Excelsior Boulevard, Phase II
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
final streetscape design as presented for Excelsior Boulevard, Phase II
reconstruction.
Overview.
Design work on road reconstruction and streetscape improvements are nearing
completion on the second phase of Excelsior Boulevard reconstruction. Phase II
is the section of Excelsior Blvd from Highway 169 to Blake Road. Streetscape
design has followed guidance and recommendations from the 1995 Excelsior
Blvd corridor study. Since April of this year, staff has met on several occasions
with Excelsior Blvd business owners, Blake School officials and residents to
present and discuss the design plans. There have been no objections to our
streetscape plans. The city's consultant, Bruce Chamberlain, Hoisington-Koegler
Group, Inc., will present the details of the proposed design plan to Council. The
estimated construction cost is $560,000 with an expected Hennepin County
contribution of $160,000. Accordingly, the estimated city cost is estimated at
$400,000. If approved, this design plan will be inserted into the County's road
. construction plans and bid as one contract. Construction would occur next year
with some plantings probably installed in 2002, as well.

Analvsis of Issues
. Project scope
The project scope includes: paver brick, bollard and banner pole median
treatments; tree, shrub and perennial plantings in both median areas and
boulevards; screen fence along the residential area; irrigation system throughout
project area; and special treatments in the Blake Road/Excelsior Blvd
intersection area.
The project scope may have to change based on the redesign that will occur in
order to provide improved access to the SuperValu north annex property.
Bruce Chamberlain, Hoisington Koegler Group Inc project manager, will make a
detailed presentation of the plans.

In February, 2000 staff reported an estimated city project cost of $2,600,000.
The difference from the previous estimate is: real estate cost increase from
$1.64 M to $1.77M, streetscaping cost increase of $140,000, street lighting cost
increase of $65,000.
The city has the ability to fund this project without jeopardizing other planned
MSA-funded projects - see attached 5-year MSA fund summary.

. Project schedule
The intention is to include these design plans with the County's plans and award
a single contract for all work. The project is scheduled to begin next summer and
be completed in 2002.
. Maintenance
The city will be responsible for snow plowing, boulevard maintenance and
median plantings. Public Works may request purchase of a special sidewalk
snow plow vehicle to maintain the Excelsior Boulevard sidewalks. This would be
added to the equipment replacement plan - the estimated cost of this plow is
$60,000.

Re; Excelsior Boulevard Streetscape Improvements - Phase 2
This phase of the Excelsior Boulevard streetscape extends the phase 1 theme of median and
boulevard treatment to the area between TH 169 and Blake Road. Omamentallighting of the same
style and color will be used. Medians will be paved with brick pavers and planted (where possible)
using the same raised beds as phase I. Boulevard trees of similar species and pattern wi II be used.
A grass boulevard separates the sidewalk from the roadway wherever possible. Signage using the
Hopkins raspberry will be included at the Excelsior & Blake intersection.
The 1995 Corridor Study suggests a transition in this stretch of the roadway (near the rail crossing)
from a more open prairie character to a more dense forest character. The plans reflect this shift by
. reducing the use of perennial flowers and increasing the use of shrubs. Also, the boulevard trees
are spaced somewhat closer together.
There are also some design elements added to this phase to enhance the forest character as well as
to address space constraints, the inability to install median plantings along much of the roadway
and maintenance needs. Low, colored-concrete bollards are suggested in the medians and
boulevards to create some verticality along the roadway and to provide a feeling of safety for
pedestrians in the Blake Mall area. Banner poles (same as street light poles) are suggested in
medians "A" and "B" to lend a unique identity. Raised planters and low walls at the Blake &
Exce]sior intersection are also suggested to provide some definition and unity to that area. Because
there are such long, uninterrupted medians in this phase, we are suggesting that stretches of scored-
concrete be introduced to the median treatments in addition to brick pavers. Irrigation and sub-
drains are suggested for all of the planted areas in this phase to protect the City's investment in
plants and to enhance the long-term appearance of the corridor.
The roadway shift will create two stretches of green space behind the sidewalk that will be
landscaped as part of the project. The area on the south side of Excelsior Boulevard between
Monroe and Harrison will include a wood privacy fence and park-like planting of trees, shrubs and
turf. Low berms with planting beds are suggested at the intersections to create welcoming entries
for the residential neighborhood. The other expanded green space is on the north side of Excelsior
Boulevard between Jackson and Tyler. This area will front existing businesses and will be
improved with turf and low shrub beds to ensure good visibility for the businesses.
In all, we believe the suggested plan will greatly transform the corridor and enhance the identity of

In a letter dated August 25, 2000 to Bruce Polaczyk you advised of a pending strcctscape enhancement
project for CSAH 3 (Excelsior Boulevard) between TH 169 and CSAH 20 (Blake Road). This project
would occur in 2002, subsequent to the CSAH 3 reconstruction in 2001. The proposed streetscape
improvement appears to be an excellent example of a project envisioned by the County Board of
. Commissioners when it established the Roadside Enhancement Partnership Program.
Based upon infonnation provided with the August 25, 2000 letter, it appears the following clements are
eligible for partial program funding:

Items which were not included in the various areas and reasons they have not been included are:
. Trail (10 foot asphalt): This is not considered an enhancement element. In addition, please note
that since this segment is not included in the county's trail plan, no other funding is available.
. Earthwork: This should be a grading item for the road reconstruction project.
. Cedar fencing: This is not an enhancement, rather it is a buffer element. If the fence is used as a
security measure separating a walk/trail and a parking lot, it would be considered a security item
and would be eligible for 50 percent cost participation by the county.
. Topsoil and sod: These are restoration items which should be included with the road reconstruction
project.
Please note that if the earthwork (berming), topsoil and sod do not occur with the road reconstruction
project, they then may be considered enhancement elements eligible for 33 percent cost contribution.
Also, please note that landscaping the remnant parcels along the rail lines have not been included as
eligible. Insofar as the county program is intended to enhance the county roadside, landscaping of the rail
line parcels is beyond the program scope.
Finally, regarding the street lighting installation, the county's policies stipulate the county will be
responsible for removal/reinstallation of the existing system. If the city wishes to purchase new light
. fixtures, the county will not participate in the purchase.
