August 31, 2000 ~ Council Report 2000-195 HOPKINS Approve 17th Avenue South/1st Street South Traffic Control Proposed Action. Staff recommends adoption of the following motion: Move that Council approve installation of stop signs to create a three way stop intersection at 17th A venue South and 1 st Street South intersection. Overview. Staff received a petition from residents living west of 17th Avenue South to improve the safety of the pedestrian/school crossing at 17th Avenue and 1st Street South. At the November 8 City Council meeting, Council heard public input and directed staff to install a temporary stop sign at the intersection. In accordance with City Policy, staff has completed a review of the situation - findings and recommendations are included in this report. Primary Issues to Consider. . . Staff review - findings . Staff review - findings Staff review included 17th Avenue traffic counts, discussion of school crossing program with Katherine Curran school representative, observation of the crossing during school crossing times, and a site review. . Traffic counts: 17th Avenue South traffic and speed counts were taken from noon on November 13th to 2:00 pm on November 15. The counter was located 105' south of 1 st Street South. The daily traffic count is approximately 4,500 - this is up from the 1997 count of 3,600. The average speed was . between 30 and 35 mph. The 85% speed was 35 mph (this is the speed that 85% of the drivers are within and the measure that the State uses to determine speed limits). Staffhas not done a pedestrian count. The vehicle count spread sheets are attached. . Discussion with school representative: Staff discussed the school's crossing program with Ms. Gayle Vaughan., Safety patrol Supervisor. She stated that the school places two crossing guards at the 17th Avenuel 1 st Street and 17th AvenueIMainstreet intersections at 9:05 - 9:20 a.m. and 4:00 - 4: 15 pm each school day. The crossing guard only patrols the northernmost 1 st Street crosswalk. The only door students may enter is the main entrance on the south end of the building facing the parking lot. School crossing guards must be either 5th or 6th grade students. Crossing guard duty training is conducted by the Police Dept or at a summer camp. . Observation of school crossing: Staff observed the crossing at 11: lOam on Tuesday, November 14 (school start was delayed two hours). On this occasion there was only one guard present. The guard was attentive and appeared knowledgeable and confident in his duties. . Site review: The existing road is 44' wide with parking on both sides north of 1 st Street and on the west side south of 1 st Street. Visibility is excellent with . the only obstruction being parked vehicles. The southbound advance warning sign (stop ahead) will have to be mounted high to be visible above parked vehicles. . Council Report 2000-175 (cont) Page 3 . Options: 1. Do nothing. This is unacceptable as it does not increase safety of this pedestrian crossmg. 2. Improve the safety of crossing during the two school crossing times. This could be done by allowing the school to use temporary signage at the centerline of the roadway alerting drivers to stop for pedestrians in the crosswalk. These signs would be removed when the crossing guard leaves. These signs would really improve the awareness of motorists to this crossing. Of course, it would not improve safety for pedestrians wanting to cross the street at other times of the day. 3. Leave the intersection as a 3-way stop controlled intersection. This provides maximum protection to pedestrians using the crossing. Of course, the cost is that . all motorists must stop 24 hours/day and 365 days a year. In addition, staff is not comfortable for safety and liability reasons with placing stop signs and then removing them. Only in emergency situations should portable or part-time stop signs be used. .
