Re: Work session topic-Joint Community Police Partnership (JCPP)
In January of 2008 the Hopkins Police Department became the fourth city in
Hennepin County to join the Joint Community Police Partnership. This program is
funded and administered by Hennepin County. Tsehai Wodajo was assigned as the
Hopkins Immigrant Outreach Specialist and is working out of the Hopkins Police
Department. Administrative Services Director Connie Kurtz supervises and
coordinates program development for the Police Department.
A number of programs and projects have been developed and implemented as a part
of the Hopkins JCPP.
Program staff from JCPP along with Ms Wodajo has been scheduled to update
Council on these initial efforts and forecast program direction and needs into the
future.
I have included short biographical information on the presenters you will meet at the
work session.
Connie Kurtz and I will also be present.
I look forward to our discussion on October 28th.
John McLaughlin
Director, Suburban Hennepin-Carver Workforce Service Area and Hennepin County
Human Services Area Manager. Administers federal (Workforce Investment Act), state
and county funds which support workforce (work search, training and placement)
development in suburban Hennepin and Carver Counties and manage the activity of the
H-C Workforce Investment Board. As a part of this area he also oversees the workforce
and economic development activities operated in common by the County.
Manager, Joint Community-Police Project. Directly oversees the county's participation
in this project which includes the cities of Brooklyn Center, Brooklyn Park, Richfield and
Hopkins.
President Great Lakes Employment and Training Association, This is a regional
association consisting of local workforce directors from 10 Midwestern states (IN, IL, IA,
KS, MI, MN, M0, NE, OH and WI).
Board member, National Workforce Association. The NWA is currently the national
lobbying arm of workforce development.
Member MN Workforce Council Association. The statewide coalition of local workforce
directors. There are lb areas in Minnesota. All have organizations like Hennepin-Carver
and citizen Workforce Investment Boards, which oversee our activities.

Dr. Bruce Nauth
Dr. Bruce M. Nauth is a lifelong resident and native of Minnesota. He graduated from Edina
High School in 1965. Following Viet Nam era military service in the U.S. Marine Corps,
and extensive international travel, Dr. Nauth began work with youth-offenders at Hennepin
County's Juvenile Detention Center.
Dr. Nauth has obtained a Bachelors of Arts Degree from the University of Minnesota, a
Masters in Public Administration from Mankato (Minnesota) State University and a
Doctorate in Vocational Education and Policy Analysis from the University of Minnesota.
He has worked for 21 years at Hennepin County and 10 years at the Minnesota State
Colleges and Universities. During his 30-plus-year career, Dr. Nauth has focused mostly on
direct, field-work in a variety of workforce, social, educational and corrections programs.
Dr. Nauth is married, with four children, and is Chair of the Board for Gracelyn Group Inc., a
non-profit organization serving autistic, juvenile boys. His hobbies include hunting, boating,
and trying to hit golf balls.
