CR 99-230 Approve 5th Avenue South Parking ChangeDecember 16, 1999
Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize
eliminating the current 15- minute parking zone along the east side of 5th Avenue iust
north of Excelsior Boulevard.
Overview.
Currently, 5 Avenue between Mainstreet and Excelsior Boulevard is posted no parking
anytime on both sides except a 30' section along the east side just north of Excelsior
Boulevard. This 30' section is posted 15- minute parking. The parking area is being
used predominantly for Tong -term and overnight parking. This causes problems during
street plowing and street sweeping operations. Further, this is a heavy traffic area near
the free right turn lane at Excelsior Boulevard. In the winter, this area of 5 Avenue
often cannot be plowed adequately because the plow operator must plow around a
parked car. This leaves a windrow which eventually is spread throughout the stre t
area. Town Terrace apartment dwellers have a large parking lot located adjacent to 5th
Avenue very near this 15- minute parking area.
Primary Issues to Consider.
• Impact of parking change on Town Terrace Apartment occupants: Staff believes
that elimination of this on- street parking area will not cause a hardship to the Town
Terrace apartment occupants and prefers this course of action vs. parking
enforcement and vehicle towing. The site manager of the Town Terrace, Ms. Terri
Barcal, was notified on Thursday, December 16, 1999 of city staffs intent to ask City
Council to make this parking change.
