Consider Resolution Regarding County Rds 73 & 5 Intersection Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt
R solution 99-116. Resolution describina proposed improvements to the CSAH 73/5
intersection and surroundina areas and directina staff to develop an aareement with
Henneoin Countv and the City of Minnetonka.
Overview.
Over the past 18 months there has been much work on the part of a city task force, City
Council, city staff, the city consultant (BIKO Associates), and Hennepin County and City
of Minnetonka elected officials and staff to reach agreement on CSAH 73/5 intersection
and surrounding area improvements. This work culminated in a December 15, 1999
meeting with key representatives of all three jurisdictions to ensure mutual
understanding and solidify support for a proposed improvement project. The resolving
clauses of proposed resolution 99-116 embody the required project elements as
understood by Hennepin County and the cities of Hopkins and Minnetonka. Staff now
asks for Council support to move ahead with a formal agreement between the three
parties. The agreement will guide the actions leading to construction of the
improvements.

Analvsis of Issues
Detailed Background
For many years there has been public interest in improvements to the CSAH 73/5
intersection. In May, 1998 the City Council appointed a task force of residents and
Council members to review the intersection. In addition, the city enlisted the assistance
of BIKO Associates, a transportation/community planning consultant. The goal of the
task force was to reach a concensus on improvements which would enhance the
surrounding neighborhoods, improve vehicle and pedestrian safety and improve traffic
flow at the intersection. The task force met several times in 1998 to set detailed design
goals and then reach agreement on design/construction elements. In December, 1998
the task force presented its report to City Council. On December 15, 1998 City Council
adopted the recommendations of the Task Force. In 1999 city staff, working in
coordination with the task force, began the process of negotiating the details of the
proposed design with Hennepin County staff and City of Minnetonka staff. Issues such
as County standards, MnDOT State Aid requirements, constructability and
maintainability needed to be addressed. Concessions were made on all sides until a
design was agreed upon which, although absent some preferred design elements, still
met the overall goals of the task force. On December 15, 1999 a meeting was held with
key representatives of all three jurisdictions to ensure mutual understanding and solidify
support for a proposed improvement project. The attendees of the December 15
meeting were: Karen Anderson, Mayor, City of Minnetonka; Chuck Redepenning,
Mayor, City of Hopkins; Steve Mielke, Hopkins City Manager; Tom Church, Principal
Assistant to County Commissioner Mary Tambornino; Vern Genzlinger, County
Engineer; Jim Grube, County Transportation Director; Lee Gustafson, Minnetonka City
Engineer; and Steve Stadler, Hopkins City Engineer. The resolving clauses of
proposed resolution 99-116 were worded based on the results of the December 15
meeting.
Task Force and neighborhood support of proposed resolution
The proposed resolution was faxed to Mr. Ed Anderson, Task Force member and
Belgrove neighborhood representative on Wednesday, December 15. Feedback from
Mr. Anderson and others from the task force or neighborhood will be provided to City
Council at the meeting. The resolution includes all task force-required conditions as
agreed upon at the October 6, 1999 Task Force meeting (see attached Oct 20
worksession memo).
. Elements of the formal agreement
The formal agreement between Hennepin County and the cities of Hopkins and
Minnetonka should include the following elements:

. Detail on what actions are expected regarding creation of a uniform,
consistent speed along CSAH 5
Project Schedule
Regarding the intersection improvements, Hennepin County has recently approved their
CIP which includes right of way acquisition and construction funding in 2001. It is
anticipated that both Hopkins and Minnetonka will develop plans to also have funding
available in 2001. In order to support construction in 2001 , there would need to be city
preliminary layout approval on/about May, 2000; final design completion in December,
2000 and bid letting in Feb/March, 2001.

COUNTY ROAD 73 AND MINNETONKA BOULEVARD IMPROVEMENTS
WHEREAS, the City of Hopkins recognizes the need for improvements to the intersection and
surrounding areas County Road 73 (Hopkins Crossroads) and County Road 5 (Minnetonka
Boulevard) by improving the conditions for pedestrians, bicyclists and motorists; and
WHEREAS, the needed improvements must reflect the concerns of both the travelling public
and the surrounding neighborhoods; and
WHEREAS, The City of Hopkins has been working with a task force to develop an acceptable
response and solution to the various concerns and goals; and
WHEREAS, the result of these efforts from all parties has identified a potential solution to the
concerns of all parties and the Hopkins City Council wishes to present a position statement reflecting
it's position and desire to continue toward improvements; and
WHEREAS, The City Council of the City of Hopkins believes that the proposed improvements
are generally in line with the goals and expectations of the City of Minnetonka and Hennepin Co.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins that the
City of Hopkins supports improvements to the area near the intersection of Co. Rd 73 and Co. Rd 5
under the following conditions:
1. That the intersection design closely follows the design elements as depicted on the Biko Assoc.
"Hennepin County Discussion Plan" which includes the following design elements:
a. Concrete Pavement with contrasting color and texture elements in the crosswalk and center
areas.
b. Intersection geometrics will include the configurations as shown with the understanding that a
right turn lane in the west-bound Co. Rd 5 approach will be accepted if the overall intersection
level of service reaches a service level D.
c. Intersection lane widths and raised center medians are constructed to the minimum State Aid
standards. Raised medians will include landscaping as shown.
d. Non-standard decorative poles and mast arms are utilized which are acceptable to the Cities
of Hopkins, Minnetonka, and Hennepin Co.
e. Street identification.signage, which is placed prior to the intersection rather than attached to
the poles and/or mast arms. Attempts will be made to keep all signage off of the poles and
mast arms. If signage must be attached, it shall be minimal in size.
f. Landscape design elements that reflect the intended effect of improving the aesthetics of the
area.
g. Maintenance of the intersection will be the responsibility of Hennepin Co.
2. That Hennepin Co., City of Minnetonka and City of Hopkins agree to diligently pursue
enhancements to Co. Rd. 5 including:
a. Roadway improvements such as streetscape amenities, trails, landscaping, and defined
driving surface edges with the expectation of improving aesthetics and reducing speed
through Hopkins (35 mph preferred).
b. Creating a uniform, consistent speed along the Co. Rd. 5 corridor from Hwy 169 to Hwy 494.
c. An understanding that there will be no roadway lane additions or expansions for at least 10
years.
BE IT FURTHER RESOLVED,
1. That the Hopkins staff is directed to develop an agreement with Hennepin Co. and the City of
Minnetonka which will lead to the construction of the improvements.
Adopted by the City Council of the City of Hopkins this 21 st day of December, 1999.

BACKGROUND
On December 15. 1998 City Council adopted the recommendations of the Task Force.
In order to better prepare for di~cussions with Hennepin County, staff analyzed the
traffic carrying capacity of the preferred design and eXplored additional alternatives that
could be acceptable to the Task Force. On March 31.1999 the Task Force met to
review the traffic_data, potential impacts on design and discuss strategy for staff
discussions with Hennepin County and City of Minnetonka. The City of Minnetonka
agreed with most design elements of the preferred alternative. City of Hopkins and
Minnetonka staff then met with Hennepin County in late' July to discuss the various
