Subject: Yard Waste and Brush Services Review
Backoround
The Public Works Department provides a variety of brush collection and yard waste
services, including seasonal curbside pickup of yard waste and brush and drop-off
services without user fees and curbside services with a user fee: $1/bag yard waste
. sticker or a volume-based brush fee.
Over the past decade the brush and yard waste services have evolved from basically
free curbside collection to a mix of free services in the spring and fall and curbside
service with a user fee at other times of the year. The drop-off services were added, I
believe, at the same time the city began charging user fees.
In 1997, the Fall leaf pickup program was modified to provide free curbside collection
during the month of October only. Free Fall services in Belgrave, Interlachen, Hobby
Acres and Park Ridge neighborhoods was limited to the street pickup during the last
week of October. After the free October services, residents must pay $1/bag or use the
drop off program. As a result, during the past two Fall seasons we've received
complaints regarding the timing of our collection services. Prior to 1997, leaves were
picked up without a fee until the first winter snow.
It was agreed after this past Fall that we should discuss our brush and yard waste
services to determine if they could be improved to better match our customer
expectations.
A description of the 1997 program changes and program budgets are attached.

. Yard Waste:
. Free curbside bag collection in the spring, April 15 - May 15
. $1/bag (sticker) weekly curbside collection May 15 - September 30
. Free street leaf pickup - Belgrove, Interlachen, Hobby Acres, Park Ridge
neighborhoods (typically scheduled during the last week of October) - $1/bag
curbside collection atter the street pickup
. Free weekly curbside bag collection during month of October only in all other areas
of the city - $1/bag curbside collection after October
. Free drop off program mid-May - mid-November (Wednesdays and Saturdays
through September and Saturdays only through mid-November) ~
Brush:
. Free curbside collection each Friday by call-in mid-April - mid-May
. Free curbside collection on first Friday in September
. Volume-based fee curbside collection each Friday by call-in, $5 minimum charge
. Free drop off program mid-May through mid-November
Resident concerns with current services
e . Free curbside or street leaf collection programs end before leaf fall is finished
. City doesn't do free city-wide brush pickup after all severe storms
. Yard waste collection sometimes falls behind schedule due to volume of bags and
size of collection routes
City service qoal
. Provide a higher level of service with comparable rates when compared to cities,
with contracted refuse services
Proqram elements
. Promote alternatives to costly curbside collection, i.e., drop-off program, mulching,
home composting
. Grind brush - do not burn brush
. Retain some degree of user fees for higher level (more convenient) services
. Retain some free services to assist homeowners and promot.e yard maintenance,
i.e., free Spring and Fall programs

Staff recommendation
. The most significant complaint we've received regarding yard waste has been cutting
off the free Fall curbside collection too soon. Staff recommends that this program
remain as-is but that the free Fall curbside collection extend until the end of the first
week in November. This means that the street pickup program will be done during this
week and free bag collection (in other areas of the city) will also extend one week.
Regarding the concern about staying on schedule: Changes have been made which
has improved our service - this was not an issue this past year.
City-side storm cleanup: Staff proposes that the decision to provide this additional
service continue to be handled on a case-by-case basis. After a storm the city is (--;"000
canvassed to determine extent of downed branches. If the damage is significant and
widespread, the city will provide a city-wide pickup.

BRUSH DEFINTI10N: tree limbs and branches up to a maximum of 6 inches in diameter and 20 foot length, includes
t\\igs and other tree parts .....ithin size definition. NO LOGS are accepted.
Brush is collected every Friday (excluding holidays) weather permitting. You must call to schedule a pick up before 2:00
p.m. Thursdays, for pick up the foUo...ving Friday. During specified times there are fees for collection.
Brush is collected FREE on the first Friday in June and the first Friday in September. On all other Fridays the folloi',ing

access.

The brush/yard waste drop-off site is located on the west side of County Road 73 (Hopkins Crossroads) approximately 2
blocks north of County Road 5 (1finnetonka Blvd). See attached map.

Yard waste collection is offered to Hopkins refuse customers only.
Collection is on the same day as regular refuse and shouJd be placed at the normal refuse collection site at least 4 feet away
from your refuse container.

Yard waste pick up is FREE in the spring from the third Monday in April through the second Friday in May.
A per bag fee is charged for yard \\'aste pick up after the second Friday in May through the end of September (see section
titled; PURCHASlNG STICKERS).
FALL LEAFIYARD WASTE COLLECTION (OCTOBER - fo..11D-NOVE:MBER)
. For the fallleaflyard \vaste collection the city has been divided into two areas;
AREA 1 = Bel8:fove, Hobbv Acres. Park Rid2e. Interlachen Park
The city provides free street pick-up of leaves/yard waste in the Belgrove, Hobby Acres, Park Ridge and Interlachen Park
areas using front~nd loaders and dump trucks. Pick-up in these areas are generally scheduled for the last week in October.
Residents of these areas are encouraged to place all leaves at the curb area and avoid bagging due to this clean-up
procedure. Residents are not allowed to place leaves in the street before the week scheduled for pick-up. Notices \\i11 be
delivered to residents in these areas to inform residents when the pick up will take place
Free pick up is limited to the street pick-up only. Residents in these areas are charged a per bag fee for bag~ generated in
the fall through the second week of November. Stickers will be sold and must be aflixed to each bag as payment for picl-up
during this time pericxi. (see section.titled;--PURCHASING STICKERS): .Falllea:ti'yard waste is picked up on the same day
as regular refuse. Weather conditions may delay the pick up and/or cause changes in the scheduling. All efforts \\i11 be
made to complete the pick up as scheduled.
AREA 2 == All other areas of the City Service Area
The city provides free ful1leaflyard \vaste pick up of bagged leaves during the month of October only. A per bag fee is
charged during the non-free pick-up period through the second week in November. Stickers will be sold and must be affi.:xed
to each bag as pa)1TIent for pickup during this time period. (see section titled; PURCHASING STICKERS). Fall leafi'yard
waste is picked up on the same day as regular refuse. Weather conditions may delay the pick up and/or cause changes in
the scheduling. All efforts \'rill be made to complete the pick up as scheduled. Residents are encouraged to take brush to
the free drop off - see page 1 for details.
PURCHASING STICKERS:
