Approve Final Plans and Order Bids - 1999 Street & Utility Improvements and
City Hall West Parking Lot Reconstruction
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 99-028. Resolution approvinq plans and specifications. 1999 Street &
Utility Improvements and City Hall West Parkina Lot Reconstruction. Proiect 98-
09 and authorizina bids.
Overview.
The City Council at its regular March 2, 1999 meeting conducted a public hearing
concerning street and alley improvements in the area bounded by Mainstreet,
Excelsior Boulevard, 11 th Avenue South and 13th Avenue South. Council
authorized the project to proceed allowing the preparation of plans and
specifications. Bolton & Menk, Inc. has prepared the plans and staff now seeks
authorization to continue to the bidding phase.
The approved 1999-2003 CIP also includes a 1999 project to reconstruct the City
Hall west parking lot. Staff has completed design of this project and has included
. it with the 1999 Street Improvement project bid package. The parking lot is near
the street project area and includes similar work - new curbing, storm sewer
installation and asphalt paving. Staff seeks approval to proceed with the bidding
of this project, as well.

Analvsis of Issues.
. 1999 Street Improvement Project scope and final estimated cost
The following streets and alley will be reconstructed:
. 1 st Street South from 11th Avenue to 13th Avenue
. 1 ih Avenue South from Mainstreet to 2nd Street South
. 13th Avenue from 1 st Street South to 2nd Street South
. Alley south of Mainstreet from 12th Avenue to 13th Avenue
Associated utility improvements include:
. Replacing existing storm sewer pipe in 13th Avenue South and
1 st Street South to increase pipe capacity
. Add storm sewer inlets to better intercept runoff along 1 st Street
South and at 12th and 13th Avenue intersections with 1 st Street
South
. . Replace 610 feet of sanitary sewer pipe and insulate shallow
pipe sections
. Water distribution system valve replacements and one
additional valve
The reconstruction of 13th Avenue South from Mainstreet to 1 st Street South has
been removed from the project. There is still the possibility that the city could
reach an acceptable agreement with St Joseph Church on shared use of their
parking lot in exchange for the vacation of a section of 13th Avenue. Therefore,
staff has decided to hold off on this block of street improvement. If the ultimate
decision is to retain 13th Avenue then the street reconstruction could be included
in a future street project.
The engineer's final opinion of probable cost is as follows:
Street improvements: $290,376
Alley improvements: $26,199
Storm Sewer improvements: $279,185
Sanitary Sewer improvements: $36,295
Water System improvements: $21.500
Construction cost estimate: $653,555
Construction contingency: $32,800
Engineering costs: $120,000

. Parking Accommodations during construction
There are an estimated 50-60 residents who park on 12th and 13th Avenues each
weekday. During construction residents will be able to park on 2nd Street South
and 13th Avenue north of 1 st Street South. In addition, Staff is attempting to get
an agreement with St Joseph Church to allow residents to park on the south end
of their parking lot.
. City Hall west parking lot scope and estimated cost
This parking lot will be reconstructed with concrete curb and gutter, asphalt
paving and new storm sewer pipe and inlet.
The estimated cost of this work is $36,400

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
1999 STREET & UTILITY IMPROVEMENTSIPROJECT 98-09AND CITY HALL WEST PARKING
LOT RECONSTRUCTION AND AUTHORIZING ADVERTISEMENTS FOR BIDS.
WHEREAS, pursuant to a resolution passed by the Council on March 2, 1999, plans and specifications
for improvements to the alley between 12thll3th Avenues south ofMainstreet,lih and 13th Avenues
South and 1 st Street South, (Project 98-09) including street reconstruction, alley reconstruction,
replacement of deficient utilities, bituminous overlay, and,
WHEREAS, plans and specifications for Projects 98-09 have been prepared by Bolton & Menk, Inc. and
have been presented to Council for approval, and,
WHEREAS, it is beneficia] to also include reconstruction of the City Hall west parking lot into a single
contract bid package for advertisement and award, and,
WHEREAS, city staff has prepared construction plans for the City Hall west parking lot which have been
presented to Council for approval, and,
NOW THEREFORE, BE IT REOLSOVED by the City Council of Hopkins, Minnesota:
. 1. Such plans and specification, a copy of which are attached hereto and made a part hereot: and
hereby approved and ordered place don file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under
such approved plans and specifications. The advertisement shall be published three times, at
least three weeks before date set for bid opening, shall specify the work to be done, shall state
that bids will be received by the clerk until 10:00 a.m., on the 291h day of April, 1999, at the
City Hall and that no bids shall be considered unless sealed and filed with the clerk and
accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for
5% of the amount of such bid.
., The clerk and city engineer are hereby authorized an instructed to receive, open, and read

aloud bids received at the time and place herein noted, and to tabulate the bids received. The
Council will consider the bids and award of contract at the regular City Council meeting of
June 1, 1999, in the Council Chambers.
