CR 99-138 Legislative Policy-Neighborhood Meetings CITY OF ~ July 22, 1999 HOPKINS Council Report 99-138 LEGISLATIVE POLICY-NEIGHBORHOOD MEETINGS Proposed Action Staff recommends approval of the following motion: Refer proposed revision of the City of Hopkins Legislative Policy Concerning Neighborhood Meetings to the Zoning & Planning Commission for review. Overview Recently the City Council directed staff to draft a policy to ensure that developers meet with surrounding neighbors prior to bringing major projects into the City for Zoning & Planning Commission or City Council consideration. A draft document has now been prepared, which could be incorporated in the City's Legislative Policy at such time as adopted. As this policy change deals with a land issue, staff is recommending that the Zoning & Planning Commission undertake the review and make a recommendation to the Council. Supportinl! Documents o Legislative Policy Concerning Neighborhood Meetings Alternatives The City Council has the following alternatives regarding this action: 1. Approve the action as recommended by staff. With this action, the matter will be referred to the Zoning & Planning Commission at an upcoming meeting. 2. Approve the policy revision without input from the Zoning & Planning Commission. 3. Continue the item for additional infonnation. With this action, the Council needs to identifY the specific infonnation that is needed to make a decision. LEGISLATIVE POLICY STATEMENT OF POLICY-NEIGHBORHOOD MEETINGS PURPOSE It is the City's intent to expand and enhance the dissemination of information to the residents of the City and to encourage involvement by the residents in the planning process. Applicants for development proposals that are located adjacent to or within a residential zoning district shall hold a neighborhood meeting for conditional use permit ( excluding fences) and rezoning. The City may also require a meeting for other applicants as determined necessary and appropriate. PROCEDURES AND GUIDELINES 1. The applicant shall schedule the meeting, send out notice/invitation at least one week prior to the Zoning & Planning meeting. Meeting shall be scheduled Monday through Thursday evenings after 6:30 p.m. and not on an evening preceding a holiday and not on Halloween. The applicant shall host the meeting and present the project for questions and answers. 2. The meeting shall be held after the City has accepted the application, but prior to the Planning Commission meeting on the application. 3. Notices/invitations to the neighborhood meeting shall be sent to those names and addresses listed on the public hearing notice list (mailing list will be provided by the City's Planning & Economic Development department). The area of notification may be enlarged based on the specific project. 4. The applicant shall make available a complete description of the request, including copies of printed materials and maps, where appropriate. The notice/invitation shall also include the following: 1. Project location map 2. Contact person, address, and telephone number 5. The schedule of dates for Zoning & Planning Commission, Park and Recreation Commission, and City Council consideration should be provided, if known. 6. A copy of the meeting invitation shall also be sent to the members of the Zoning & Planning Commission, City Council, and City Planner. A list of these individuals and addresses shall be provided to the City Planning & Economic Development department. 7. If the applicant desires to use a room in City Hall for the meeting, this needs to be coordinated with the City Manager's secretary.
