This action authorizes Hennepin County to proceed to final design and acquire necessary right-of-way, permits and easements. . Overview. Hennepin County has completed preliminary plans for the reconstruction of Excelsior Boulevard from the east ramp of Highway 169 to Blake Road. Before the County can proceed with design they must obtain approval from the Hopkins City Council. The plans closely follow the recommendations of the County Road 3 Corridor Study. The plans also follow previous City Council direction to shift the roadway to the south and retain the Milwaukee Street and St Louis Street intersections. Adequate right-of-way is included to allow for widening the roadway to 74 feet and incorporating landscaping elements. At the Council Meeting the County Project Manager, Craig Twinem, will display the plan and present a summary of key project elements. Bruce Chamberlin or Mark Koegler, landscape architects from Hoisington-Koegler Group Inc. and lead consultant on the County Road 3 Corridor Study, will present and discuss landscape features on this segment of the Excelsior Boulevard corridor improvement. Council Report 99-139 Page 2 Analysis of Issues Public Input on the project Total-take properties: There have been three meetings with the property and business owners and tenants of total-take properties along the south side of the roadway. The last meeting was held on July 15, 1999. Hennepin County is awaiting two appraisals to-date. Property purchase offers for all the total-take properties should be made by mid-August. Once purchase offers are made, building tenants may apply for relocation benefits. . East End Bottle Shop and Barber Shop: The owner of this property does not object to either a total-take or partial taking provided fair compensation. As it stands today, cost figures provided by Hennepin County show an estimated additional city cost of $160,000 - $180,000 for a total taking. City Council has the option of approving the preliminary layout plan while delaying a decision on this property, if it chooses. Harley Hopkins neighborhood and other commercial business/property owners: There have been several public meetings and informational mailings on the project. A Harley Hopkins neighborhood meeting was held on November 18, 1998. The last public informational meeting was held on July 22, 1999. Comments and concerns expressed about the preliminary plan follow. . Project concerns Project concerns expressed at the July 22nd public meeting or provided via a project feedback form are listed below. . Several residents expressed concern that the current plans don't provide an additional traffic control signal. The concern was that there would be difficulty safely getting onto Excelsior Blvd given the traffic volume and speed. County Response: Additional traffic signals are highly sought after along many County Roads throughout the County. There is a long list of unfunded needs. Besides the relative priority of an additional signal along this segment, the County felt that none of these intersections would meet the necessary conditions to warrant an additional signal. As such, if the city required an additional signal we may have to pay the entire cost. Future redevelopment north of Excelsior Boulevard may require improved access resulting in additional cross-traffic volumes possibly meeting warrants. . Drainage concerns and truck turning movement needs within the alleys just south of Excelsior Blvd. These concerns will be addressed during final project design. . At least one resident was not happy with the proposed alley closures. The closures are the half-block segments of the east-west legs of each alley to prevent cut-through traffic to the full intersection intersections at Jackson and Council Report 99-139 Page 3 Harrison Avenues. Response: These closures were included in the CSAH 3 Corridor Study recommendations and are still recommended in order to prevent increased cut-through traffic. . There was concern regarding the lack of a safe crossing location to bus stops on the north side. Response: Without a signalized intersection it is difficult to improve upon the current situation in regards to a safe crossing location. A safer crossing location could be provided in the future if a signalized intersection is constructed to support redevelopment. . The owners and tenants from the Blake Mall area (NW quadrant of Excelsior/Blake Rd intersection) are concerned about losing the Excelsior Boulevard access just west of the bus pull-out bay and the impact on parking and vehicle circulation by losing some property along the north side of Excelsior Blvd and along Blake Road. Response: Both of these issues will be looked at in more detail during design. It may be possible to keep the existing access open and reduce the property impact with refinements to the road curvature and/or lane widths. . Westside Village Apartments representatives expressed concern about retaining a pedestrian walkway along their frontage and disturbance of the landscaped area. Response: A pedestrian walkway will remain but there may need to be some rework of the landscaping area. This will be worked out with the owners during design. . There was some general concern regarding the new raised center medians and the resulting restricted (right-inlright-out) access for businesses along the north side and at Van Buren Avenue. Response: The center medians are a safety feature which are needed for separation of opposing traffic given the CSAH 3 vol\umes. Additionally, there would not be sufficient room for left turn lanes if the median were opened at Van Buren Avenue. The two-way center left turn area in lieu of the center median is proposed between Harrison Avenue and Polk Avenue due to a new Blake School parking lot requiring access at Tyler Avenue. It may be possible with future redevelopment on the north side of Excelsior Blvd to consolidate commercial property access and utilize the proposed full access intersections at Harrison, Jackson or Tyler Avenues. Full access to the Metro Motorcars business may be possible by shortening the proposed median between Polk and Pierce Avenues. This will be considered during final design. . There was a comment about considering a railroad overpass or underpass in order to alleviate the problems caused by TC&W blocking operations. Response: This issue is being worked between the cities of Hopkins, St. Louis Park, Minnetonka and TC&W railroad. It is hoped that in the not too distant future the blocking operations can be moved to a new Glencoe location. Council Report 99-139 Page 4 . Deviations from County Road 3 Corridor Study This proposed preliminary plan differs from the study recommendations as follows: . The study-recommended raised center median has been replaced with a center two-way left turn area between Harrison and Polk Avenues. . The shift in road alignment is not as far to the south as depicted in the Corridor Study. This is because the County does not plan to reconstruct the concrete pavement area west of the railroad crossing coupled with restrictions on the degree of curvature allowed in the road. . The St. Louis Street and Milwaukee Street intersections remain open to Excelsior Boulevard. Also, Monroe Avenue will remain open to Milwaukee Street. . A double left turn lane is proposed for eastbound Excelsior Blvd at Blake Road. . A south leg roadway to the Highway 169 east ramp intersection connecting to Milwaukee Street will not be constructed. . Estimated Project cost and funding The estimated city cost is $2.0 million. The total project cost is estimated at $5.0 million. The city's portion will be funded from our Municipal State Aid account. The 1999 year end working capital balance in this account will be $2.2 million. Project schedule and future City Council action The design phase of the project is scheduled to be completed in early 2000 with construction to begin in the summer of 2000. It is anticipated that construction of the roadway will be completed by the fall of the year 2001. The construction will be phased to allow for a minimum of one lane of traffic in each direction. Future City Council actions will include, at a minimum, approval of final road reconstruction design plans, landscaping plans and a construction cooperative agreement between the city and Hennepin County. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION No. 99-66 APPROY AL COUNTY STATE AID HIGHWAY (CSAR 3) RECONSTRUCTION PRELIMINARY PLANS LAYOUT NO. C2 HENNEPIN COUNTY PROJECT NO. 9227 WHEREAS, Layout No. C2, Hennepin County Project No. 9227 showing proposed improvement of Excelsior Boulevard (County State Aid Highway 3), within the limits of the city has been prepared and presented to the city. NOW THEREFORE, BE IT REOLSOVED, by the City Council of the City of Hopkins, that said Layout No. C2 be in all things approved, that Hennepin County is hereby authorized by the city to acquire all rights-of-way, permits and/or easements required for said improvement in accordance with Layout No. C2, and that the city agrees to ban the parking of motor vehicles at all times and to provide enforcement for the prohibition of on-street parking on those portions of said Project No. 9227 within its corporate limits. Redepenning, Mayor ATTEST: Terry Obermaier, City Clerk PROJECT INFORMATION July 22, 1999 CSAH 3 (EXCELSIOR BOULEVARD) FROM TH 169 TO CSAH 20 (BLAKE ROAD) HENNEPIN COUNTY PROJECT 9227 Hennepin County and the City of Hopkins have been working together in the development of a preliminary layout for the proposed reconstruction of County State Aid Highway 3 (Excelsior Boulevard) from State Trunk Highway 169 to CSAH 20 (Blake Road). The purpose of this project information document is to provide an overview of the proposed improvements and the schedule/process for approvals, right of way acquisition, and construction. A list of contacts for both the County and the City appears toward the back of this document. Please feel free to call any of those listed if you have any questions. BACKGROUND INFORMATION '; This project is the second phase of improvement projects planned for Excelsior Boulevard, as outlined in the City of Hopkins "1995 County Road 3 Corridor Study". This study identifies Excelsior Boulevard as an important transportation and commerce link in the City of Hopkins. The Hopkins Comprehensive Plan, which was adopted in 1989, recognized that Excelsior Boulevard is "very important to the fiscal health, job base, and image" of the City of Hopkins. The City requested that the County include the portion of Excelsior Boulevard from TH 169 to Blake Road in the County's Capital Improvement Program (CIP), and recognizing the importance of this roadway in the transportation system and the need for improvements to the safety, traffic-carrying capacity and pavement structure of the roadway, the County added the project as a funded component of the CIP. Improvements to Excelsior Boulevard are being proposed at this time to improve the safety and traffic-carrying capacity of the roadway, and to replace the pavement structure, which has deteriorated to the point where overlaying the existing pavement is not an option. The existing Excelsior Boulevard corridor includes a narrow four-lane roadway with no provisions for turn lanes, except at the west and east ends of the project. The current average daily traffic is approximately 23,000 vehicles. Traffic projections for the year 2020 show approximately 30,900 vehicles per day on this section. The accident rate for this segment of roadway is over three times the average accident rate for similar types of roadways within the County system (7.12 accidents per million vehicles miles versus the average of2:21). The roadway was constructed prior to 1955, and the pavement structure has deteriorated to the point where total reconstruction is necessary. The potholes and cracks in the pavement make it an especially rough driving surface, and drainage along the roadway is in need of improvement. PRELIMINARY PLAN The preliminary plan for this project includes the following proposed improvements: Roadway: . Southern shift of the roadway from the current alignment. The southern alignment shift was recommended in the 1995 Corridor Study and was reaffirmed by the City Council in May~ 1997. . Four lane~ median divided (urban section) roadway with left turn lanes at cross street locations. The segment between Harrison Avenue and Polk Avenue is proposed to include a two-way left turn area (with no center median). . New bituminous (asphalt) pavement with concrete curb and gutter. . Double left turn lanes for eastbound CSAH 3 to northbound Blake Road. . Reconstruction of the Blake Road intersection and approaches. . The Milwaukee Street and St. Louis Street connections are proposed to remain as is~ but with some safety enhancements such as additional raised medians and left turn lanes. . The design speed for the proposed improvements is 35 mph~ which matches the current posted speed. Traffic Signals: . CSAH 20 (Blake Road): A new permanent traffic signal system will replace the existing signal. PedestrianlBicycle Facilities: . A bituminous pedestrian/bicycle trail is proposed for the south side of the roadway from the regional trail at the railroad crossing to Harrison Avenue. . Concrete sidewalks are proposed on the south side of the roadway from Harrison Avenue to Blake Road~ and on the north side for the entire project length. Drainage Improved storm sewer system~ including catch basins in the new curb line, throughout the project. Connection to existing storm sewers where feasible. Treatment of stormwater runoff will be provided in accordance with the requirements of the Watershed District. Utility Improvements: . Replacement and/or improvements of public utilities (sanitary sewer and watennain) impacted by the project. Relocation or improvements of private utilities (gas, electric, telephone, cable TV, etc.) impacted by the project. . Lighting systenis will be provided at the signalized intersections. Omamentallighting will be provided by the City as part of a separate streetscape project. Landscape/Streetscape Improvements: · As part of the roadway construct projection project, all graded areas which will not have hard surfaces (bituminous or concrete) will be either seeded or sodded. Sod will be provided in ' yards. · Impacts to trees will be minimized as much as possible. · Landscape and streetscape improvements, similar to those proposed for the portion of Excelsior Boulevard currently under construction (from Shady Oak Road to 11 th Avenue), will be provided under a separate City Contract. Some of the items will be included with the roadway construction. A landscaped buffer area will be constructed on the south side of the roadway in the area that the commercial properties are being removed. METRIC DESIGN The project is being designed in metric units. This will not result in any noticeable difference in the appearance of the roadway, nor will there be any metric units used in signing the roadway. The speed limit will remain in miles per hour. SCHEDULE The planning and design phases of the project are expected to be complete early in 2000 with construction to begin in the summer of 2000. It is anticipated that construction of the roadway will be completed by the fall of the year 2001. The construction will be staged to allow for a minimum of one lane of traffic in each direction at all times throughout the project. Access will also be maintained to all propertieslbusinesses. COST The preliminary estimated roadway construction cost for the project is $3.0 million. PROCESS On August 3, 1999, the layout depicting the main features of the proposed construction will be presented to the City Council for their approval. Once this approval is obtained, the detail design and construction plans will be finalized. In conjunction with the plan development, the right of way acquisition process for the properties not being acquired in total will begin. Preliminary discussions regarding the total acquisitions has already begun. Representatives of the County will be in contact with each property owner to review the process, identify the area affected and begin to establish the value of the property. The detail design process may incorporate any special considerations on individual properties that are determined to be necessary during the right of way acquisition process. Once the construction plans have been completed, they will be presented to the City for final approval. After final plan approval, the County will advertise for bids and award a contract prior to the start of construction. Once construction begins, it is typical for the County and their contractor to hold periodic project meetings that are open to the residents and businesses. These meetings are used to update all parties on the status of the construction and provide an opportunity to resolve issues in a timely manner.
