Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize
the City Manaoer to enter into an aoreement with SEHRCM for construction
enoineerino services related to storm sewer improvements. Hilltop Park (Area 2l.
City Proiect 98-17.
Overview.
Storm water problem area 2 includes improving drainage from both the east and
west sides of Hilltop Park. New pipes will be installed and discharge to the new
detention pond being constructed in conjunction with the Elder Homestead
expansion project. City Council had previously authorized design services for
this project and a contract was awarded for construction at the July 20th Council
meeting. This engineering services agreement covers construction services
only.

Engineering Services costs
The cost of these services is estimated at not to exceed $12,362. The total
project costs including engineering and construction is $75,000.

Dear Mr. Stadler:
This letter supplements the Agreement for Professional Services between the City of Hopkins,
Owner, and SEH dated July 6, 1999 and addresses providing services in connection with
Construction Administration for the Area 2 Storm Sewer (hereinafter called the "Project"). The scope
of said services is detailed in the attached proposal letter and cost matrix dated July 14, 1999.
Our services will consist of providing construction services including resident project representative
services during construction, and assistance during the start-up, all as set forth in this letter and the
Agreement for Professional Services between SEH and the City of Hopkins dated July 6, 1999.
Included in this proposal are the following services listed under paragraph F of exhibit A:
1. Providing "As-built" drawings
2. Providing RPR services.:.
We will also furnish such other Additional Services as you may request or as required.
You will pay us a fee for our services, currently estimated to be $12,362, in accordance with Exhibit
C-l, (Actual Billable Rate) method. We will not exceed this estimated fee without your approval.
Payment for additional services shall be based on the time required to perform the services and the
billable rates for the principals and employees engaged directly on the project, plus charges for
expenses and equipment, all in accordance with Exhibit C-l.
We will start our services promptly after receipt of your authorization. We estimate our services will
be completed after two months. If there are delays in the Project that are beyond our control, you
agree to grant additional time to complete the services.
This letter and the Agreement for Professional Services dated July 6, 1999 along with the proposal
letter and cost matrix attached to this letter, Exhibits A, B, C-l, and D represent the entire
understanding between you and us in respect of the Project and may only be modified in writing

construction administration services for the above referenced project. Based on the matrix, we
propose to perform those services for the City of Hopkins for an estimated fee of $12,362. This
fee would be based on our employee hourly rates times a multiplier.

After I have heard from you I will prepare a contract for these services.
