Depot Project Up-date
Depot representatives would like to up-date the Council on their plans for the coming
year, including programs and activities, as well as a financial summary.
Representing the Depot will be:
Kathleen Taber, Depot Operations Manager
Anthony Hall, Depot Teen Center Coordinator
Student members of the Depot's board of directors.
Attached is a summary of the Depot's program plan for the year 2000. It focuses on
activities that promote chemically-free choices, entertainment and new projects and
program. Please note that the number of student visitors is up, and is projected to total
over 10,000 next year.
Also attached are the summary pages from the 2000 budget for the Depot. Coffee
house operations (as distinct from the teen center) will have lost about $13,000 in
1999. Operations are projected to break even, or do a bit better, next year. The
challenge on the teen center side is to raise funds so that teen center activities can
continue at the current level even after the state grant runs out.

The following is a list of events and projects that will be taking place in the New Year.
The list is broken into entertainment, new programs and chemical-free activities.
Although the list is broken down into categories every time a student participates in a
Depot program they will be having fun and are chemical free.
The Depot Coffee House programs for 2000
Events that promote alcohol, tobacco and drug free teens
+:+ Participate in the Hopkins High School SEA AIDS jam
+:+ Participate in the 4 R' Youth campaign
+:+ Continue to advocate tobacco-free, alcohol-free and drug-free teens through in house
signs and advertising
+:. Informational speakers about chemical use
Entertainment
.:. Concerts every Thursday, Friday and Saturday
+:. Performance artists
+:. Sunday gospel singers
+:. Freight Yard Party in the early fall (an all day concert featuring both adult and student
bands
+:. Bonfires year round
+:+ Improv comedy
+:+ Trips to the YMCA Camp Christmas Tree climbing wall in the spring
.:. Basketball or volleyball tournaments in the spring depending which court gets built as
part of the Hennepin Parks trailhead
.:. Jazz improv series
~ Students are invited to come on stage and jam with an adult jazz band
.:. Have a parent appreciation event
New programs and projects to be developed
.:. Hopkins High School business classes will use The Depot as a venue to develop Ideas
+:. Design website and get a student volunteer group to update it
~ Website will include links to job po stings, college research sites, educational links
and information about what's going on at The Depot
.:. Develop a career-shadowing program
~ Students are matched with people in the community to learn about their job
.:. Develop a sound person! stage manager position to be staffed by student volunteers
.:. Build a strong volunteer base of students and adults to work behind the counter
.:. Film a spot for the KARE 11 student run TV show Whatever
.:. Design and publish a curriculum that can be used to help other communities start
similar projects
.:. Start a garden club to maintain landscaping
.:. Start a DJ clinic with a First Avenue DJ
The number of students attending The Depot has risen from an average of 670 kids a
month for the summer months to 1,000 kids a month through the fall of 1999. Since
August The Depot has had over 50 concerts attracting between 40 and 100 students
each.

SUBJECT: Amending City Code 830, City Council Work Session,
December 14, 1999.
Background: City staff and the Hopkins Park Board have recommended that
alcohol and the use of tobacco products be restricted within the Hopkins park
system, Council Report 99-174 was submitted and reviewed by council at the
November 2, 1999 city council meeting.
Issues to consider: Some of the primary issues to discuss include the following;
* Signage changes
*Enforcement concerns
*Is there community support
*Impacts to Hopkins residents
City staff members Ray Vogtman; Supt. Parks and Forestry and Jim Liddy,
Captain, Hopkins police department, met on December 10, 1999 to discuss
enforcement concerns, The changes will require some public education efforts as
well as some discretion on how these changes to the city code will be enforced.
Support for the proposed changes appears to be pretty evenly split down the
middle from the public input received to date. Staff member Ray Vogtman will be
available to help answer questions regarding the proposed changes.
