Subject: Excelsior Boulevard Reconstruction, Segment 3 Update
Backqround
In May, 1997 City Council approved shifting the roadway to the south to accommodate
the required 100' right-of-way. Since that decision, staff has informed residents,
property owners and business owners through mailings and three public meetings. The
. last meeting was held on January 6, 1999. This meeting was with the business and
property owners along the south side of Excelsior Blvd between Monroe Avenue and
Blake School property. These are "total take" properties and businesses to be
relocated.
Current
The last two public meetings have been well-attended, productive meetings where
Hennepin County or City staff answered many questions. Staff believes that the
owners of the "total take" properties, tenants in these buildings and business owners
who face relocation have a good understanding of their rights, the acquisition process
and estimated project schedule. Hennepin County will begin appraisals of the total-
take properties within two weeks and make purchase offers by May, 1999. It was
agreed that the next meeting with City and County staff and the south side owners
should be in May after all have received purchase offers.
The County has completed the basic roadway alignment (layout B-1) but is not finished
with their internal review yet. When the County has completed their review, City and
County staff will meet individually with certain affected property owners such as Blake
School and others affected by reduced access or significant partial property taking.
Additionally, staff will hold a public meeting for all project-area residents, property and
. business owners where the County and City will present the preliminary design and
. answer questions. After that meeting is held, probably in March, Hennepin County will
ask that Hopkins City Council consider approval of the preliminary layout.
Estimated Proiect Schedule
Complete preliminary layout design: February 99
Public Meeting to present preliminary design: February 99
City Council approval of prelim layout: March 99
Hennepin County completes property appraisals and makes offers: May 99
Property acquisition, relocations, building demolition: June 99 - March 2000
City Council approval of final design + constr cooperative agreement: November 1999
Project advertisement and process award: December 1999 - March 2000
Construction Start: May/June 2000
Construction complete: July 2001
. Property Acquisition and City/County Cost Allocation
Right of way costs for this project will be split 50-50 with Hennepin County. However,
Hennepin County doesn't consider the East End Bottle House and Barber Shop (9175
Excelsior Blvd) to be a total taking for roadway purposes. Therefore, the County has
proposed to pay 50% of the cost of land needed with the City paying 100% for the
remainder. At the last two public meetings, staff has stated that it is the City's desire to
purchase all of the commercial property along the south side, including the Bottle
House and Barber shop. However, up until January 6th, we had not had a formal
proposal from the County on cost allocation for these parcels - see attached Hennepin
County letter. The estimated additional City cost under this proposal is $200,000.
Fundinq
This project is to be paid from Municipal State Aid (MSA) funds. The 1999-2003 CIP
includes an estimated $3.9 million in MSA expenditures for Excelsior Blvd, Segments 3
and 4 and Shady Oak Road reconstruction (Excelsior Blvd, Segment 4 is from Blake
Road to the St Louis Park border). In order to maintain a positive balance in our MSA
fund we will have to shift the Excelsior Blvd Segment 4 project back one year to 2003 or
shift the Shady Oak Road project back one year to 2002 construction. It should be
e noted that Hennepin County currently shows the Excelsior Blvd, Segment 4 project as a
year 2001 "provisional project" meaning that funding has not been secured and project

. timing is uncertain. With either of the two mentioned project deferrals, staff believes
the MSA account will stay positive even with the additional City expense of the Bottle
House and Barber shop total takings.
Staff Recommendation
City Council approve total taking of East End Bottle House and Barber Shop and
associated City obligation per Hennepin County cost allocation proposal.

If any portion of the 50%/50% cost split properties are SOld in the future the proceeds
will also be split 50%/50%.
