January 14, 1999 o P K \ ~ Council Report 99-009 HBCA Parkine Recommendation for Lot 500A. 500B & 600 Proposed Action. Staff recommends adoption of the following motion: Approve HBCA recommendation as detailed in Council Report 99-009" Overview. The HBCA Board formed a Parking Committee to review options for enforcement of Lots SODA, 500B & 600. The purpose was to satisfy employer/employee/customer and short and long term parking needs. The parking Committee surveyed area business owners/managers regarding enforcement issues. After reviewing the survey, the HBCA Board is now proposing changes as detailed in this report. What are the changes recommended by HBCA? . The easterly double row of Lot SODA and the westerly double row of Lot 600 (on either side of 10th Avenue) would become all-day parking. . The eastern side of the double row abutting Tenth Avenue North on Lot 600 would be designated all-day permit parking and the balance of the rows will be free. . The remainder of Lot SOOA would become 90-minute parking. All of the 20 stalls in Lot SOOB (located north of the Boston Garden Restaurant) would also become 90-minute parking. . The remainder of Lot 600 would remain 3-hour parking. Enforcement hours would be from 10:00 a.m. to 10:00 p.m. . This proposal would create 56 all-day free parking stalls (includes 18 . permit only stalls) and 94 ninety-minute parking stalls. See attached map. . These changes would be reviewed in three months. . What are the impacts of the proposed changes? . The proposed changes would satisfy both short and long term parking needs. . The proposed permit parking area on the westerly side of Lot 600 (18 spaces) would only allow permit parking, Currently, three-hour is allowed as well as permit parking. . The proposed changes would be reviewed in three months and may be changed back to original times if staff feels the changes are not working. . What were the Zoning & Planning Commissions comments? . The Zoning & Planning Commission reviewed the recommendation at the December 29th meeting and felt it was acceptable. . . Council Report 99-009, January 14, 1999-Page 3 . Other Issues . The new time limits could be confusing as these time limits/ signage would not conform to current time limits/signage in other lots. This will need to be evaluated as part of the three month review. . City staffwill request the HBCA Board, at their next meeting, to expand the Parking Committee to include representation from the entire downtown parking system area, and address the broader issues such as capacity, funding, employer/employee/customer parking and use of ramp over the coming months. Alternatives The City Council has the following alternatives regarding this matter: 1. Approve the action as recommended by staff e 2. Continue for additional information. With this action, the Council needs to detail additional information as required to make a decision, 3. Deny the action. It is assumed that, based on this alternative that, the applicant will not proceed forward with the proposed project as detailed. .
