Approve SuperValu Redevelopment Off-site Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve
final construction plans for SuperValu Redevelopment off-site improvements,
includino: 1) realiqnment and reconstruction of 5th Street South from 2nd Avenue
South to 6th Avenue South: 2) construction of 2nd Avenue South from 3rd Street
South to 5th Street South: and 3) construction of various pedestrian ways and
boulevard landscapinq improvements in the proiect area.
Overview.
The conditional use permit (CUP) and CUP Agreement for the SuperValu
redevelopment of the former Hennepin County Public Works site dictate the off-
site public improvements to be funded by SuperValu and constructed in
conjunction with the redevelopment. SuperValu, through their design-
construction agent Ryan Companies, has completed design of these proposed
1999 public improvements. Staff has thoroughly reviewed the construction plans
e and provided comments to Ryan's engineering consultant, Westwood
Professional Services, Inc. The plans were presented to the public at a meeting
held on January 6th. Staff is now requesting City Council approval of the final
design plans. Once plans are approved, Ryan Companies will advertise and
award the project for construction. City staff, SuperValu staff and the Westwood
Professional Services Project Manager will present the plans to City Council and
answer questions.

Analysis of Issues.
. Key elements of the public improvements
1. Construct 2nd Avenue South from 3rd Street South to new 5th Street
South/2nd Avenue intersection
2. Construct new 5th Street South/2nd Avenue South intersection.
Intersection will be a 3-way stop with marked trail crossing.
3. Remove existing 5th Street South and construct new 5th Street South
realigned 25' north of its current alignment with an 80' right of way. The
road will also include an 8' wide, 300 ft long parking lane along Buffer
Park.
4. Mill and overlay 3rd Street South (City cost) and construct a new 300' long
right turn lane for trucks entering the SuperValu site.
5. Install new street lights at intersections of 2nd Avenue/3rd Street South, 5th
Street South/2nd Avenue, 5th Avenue/5th Street South at mid block location
of new 2nd Avenue South intersection and at the curve on 2nd Avenue
South.
6. Construct pedestrian ways along 6th Avenue South, 2nd Avenue South,
e and 5th Street South.
. 6' wide asphalt walk directly behind curb along 6th Avenue from 5th
Street South to 5th Avenue/3rd Street South intersection
. 10' wide asphalt trail along south side of 5th Street South from 6th
Avenue South to 2nd Avenue South with 6' wide boulevard between
curb and trail
. 10' wide asphalt trail along west side of new 2nd Avenue South directly
behind the curb
7. Install landscaping, including berm and plantings, along 5th Street South
between Buffer Park and 6th Avenue South
. Public feedback on the proposed plans
Public feedback obtained at the January 6th meeting and from the attached
feedback forms include:
. site drainage concerns: runoff from the redevelopment to 5th Avenue is
substantially reduced from current conditions - staff provided storm
drainage information to concerned residents
. a request for a wider sidewalk along 6th Avenue South: there is not
sufficient right of way along 6th Avenue for a wider sidewalk. Staff will
investigate the possibility of a marked bike lane along this 44' wide
street.
e . On-site lighting: This is not an off-site improvement issue but the
questions were answered at the public meeting.

. Maintenance of additional right of way along the south side of 5th Street
South: Maintenance of the wider boulevard area along the south side
of the relocated 5th Street South will be the responsibility of the
adjacent homeowners. The City will plow the trail and maintain the
plantings.
. Project Schedule
Ryan Companies will solicit bids for construction shortly after Council approval of
the final plans. Construction will begin in the Spring with road construction to be
completed by October 15, 1999. All public improvement construction must be
completed by June 1, 2000. The engineering consultant will explain the
proposed construction phasing at the meeting.
. Construction Inspection, securities & warranty
Ryan Companies, through Westwood Professional Services, will provide full-time
construction inspection to ensure contractor compliance with the City-approved
. plans and specifications. The city will oversee construction periodically, as well.
The city will participate in a final inspection and review and approve completion
of all punch list items prior to city acceptance of project. Ryan Companies must
deliver a security bond acceptable to the City in the amount of 100% of the cost
of the public improvements prior to construction start. Ryan will provide a 2-year
warranty on public improvement construction. Landscape plantings will be
warranted for one year.

DESCRIPTION OF PUBLIC IMPROVEMENTS
1. Construct pedestrian ways within public rights-of-way along: 1) Fifth Street South from
Sixth Avenue South to Second Avenue/Southwest Frontage Road intersection; 2) Sixth
Avenue South (east side of roadway) from Fifth Avenue SouthfThird Street South
intersection to Fifth Street South; and 3) West Frontage Road from Third Street South to
Frontage Road/Second A venue South intersection. Pedestrian ways to be ten (10) feet wide
asphalt walkways except that the pedestrian way on the east side of Sixth Avenue South shall
be six (6) feet in width, with a minimum of six (6) feet boulevard width between walkway
and curb, except that a six (6) foot wide boulevard shall not be required on the east side of
Sixth A venue South and the west side of the west frontage road.
2. Construct west frontage road (to be named Second Avenue South) from Third Street South
to intersection with existing Second A venue South. Road to be constructed to City
standards, including, but not limited to: minimum thirty-two (32) foot pavement width, B618
concrete curb and gutter, nine (9) ton design pavement strength and side slopes of 1:4 or
flatter. Construct associated storm sewer system to City standards.
r 3. Reconstruct Fifth Street South from Sixth Avenue to the Second Avenue South intersection,
. including the upgrade of the Second A venue and Fifth Street intersection and associated
storm sewer system. Improvements and storm sewer are to be constructed to City standards.
Reconstructed Fifth Street shall be realigned north of its current alignment in accordance
with "Fifth Street Alternative D'\ as shown in the Benshoof and Associates Study, dated
December 29, 1997. The new road must also include a 300 foot long, eight (8) foot wide
parking lane area adjacent to Buffer Park. Constructioq. will also include boulevard
improvements, including a ten (10) wide asphalt trail, benns and landscaping, and relocation
of two fire hydrants.
4. Construct an auxiliary right turn lane on the south side of Third Street South between the
west SUPERV ALU exit at Fifth Avenue South and the western main truck entrance.
Pavement construction must, at a minimum, match existing Third Street South pavement
section regarding strength design and asphalt and base course thicknesses. Construction will
also include a minimum six (6) inch milling crack filling and asphalt overlay of the existing
Third Street South from 150 feet west of Fifth Avenue to Washington Avenue. The City of
Hopkins shall reimburse SUPERV ALU for the cost of the existing Third Street milling and
overlay work.
5. Subject to the City's obligation to acquire an easement for road purposes as stated in
Paragraph 6, b. of the CUP Agreement, reconstruction of the existing intersection of Second
. Avenue South and Fifth Street South. The intersection shall be constructed with geometries

substantially the same as depicted in the drawing designated as "Option 1", prepared by
Westwood Professional Services, Inc., and dated July 24, 1998, for Project No. 97405.
6. The road crossing location for the ten (10) foot wide trail at the intersection of Fifth Street
South and Second A venue South shall be moved to the southeast to a location approved by
the City, which shall be on the east side of Second Avenue South within City right-of-way.
7. New street lighting shall be installed by Developer along the new west frontage road (to be
named Second A venue South), including at the intersection with Third Street South, and at
the intersection of Fifth A venue South and Third Street South. Prior to installation of such
new street lighting, Developer shall submit a lighting plan to the City showing the design of
the street lights, height, type of lights and photometrics. Design and specifications for street
lighting shall be subject to the approval of City staff. Developer shall also salvage and
reinstall the existing street lighting, if any, along Third Street South and Fifth Street South,
in locations approved by City staff,
8. Developer shall complete all landscaping work in accordance with and as shown in Plan B
(the final Landscaping Plan submitted by Developer and approved by the City), and in
accordance with the City's ordinances, policies and regulations. Plan B will be updated and
a final landscaping plan shall be submitted by Developer, at Developer's expense, prior to
building permit issuance, for approval by City staff. The final landscaping plan to be
. submitted by Developer shall be consistent with the final construction plans approved by the
City on October 6, 1998.
