Proposed Action
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 2008 -063, Resolution Ordering the Preparation of a Feasibility Report For
the Jackson Avenue N Traffic Signals and authorize Mayor and City Manager to enter
into an agreement with SRF Consulting Group, Inc. to prepare the report.
This action is the first step in the process of improving the Jackson Avenue N and St.
Louis Street intersection with traffic signals and assessing the Excelsior Crossings
properties per the development agreement. In the PUD Agreement, the developer has
agreed to an assessment of 100% of the cost of this improvement as well as having
waived their right to object to the assessment.
Overview
The PUD Agreement for Excelsior Crossings identified traffic signal improvements at
this intersection when the third office building was completed. Completion of this
building is now expected in the Fall of 2009.
The first step in proceeding with this project is ordering a feasibility report. Staff has
selected a qualified consultant to undertake the preliminary engineering report, final
design and construction services. The cost of these services is $29,400.

Analysis of Issues
• Project background
The Excelsior Crossings development results in significant traffic increases along
Jackson Avenue North. A mitigation response to this traffic is the construction of
a traffic signal at the intersection of Jackson Avenue N and St. Louis Street,
which also aligns with the main entrance to Excelsior Crossings. All of the costs
associated with the design and construction of signal were negotiated to be paid
by the owner of the Excelsior Crossings property in the PUD /Development
agreement.
The agreement stipulated the timing of the signal to correspond with construction
o f third main building on the site. This building is scheduled to be completed in
the fall of 2009. Meeting that schedule necessitates beginning work on the signals
at this time.
• Selection of consultant /proposed fees
Staff solicited proposal from SRF Consulting Group, Inc. This consultant is well
regarded for it's traffic signal expertise and has successfully completed work for
the City of Hopkins in the past.
The proposed fee of $29,400 includes all work necessary to complete the
preliminary design, final design, bidding and construction services. The cost
compares favorably with comparable projects in other communities and fees
charged by other consultants.
• Project schedule
The Feasibility Report will be presented to Council in January, 2009. This puts us
on a schedule to bid the improvements in mid April. Construction is anticipated
to take 6 to 8 weeks after the materials arrive on site. Poles and controllers can
take a significant period of time to arrive after the contract is awarded, so the
completion of this project may be September or October 2009.

Based on your request, we are pleased to submit this proposal to provide professional services
for design of an interconnected traffic control signal system, construction services, and
development of coordinated signal timing plans.
SCOPE OF SERVICES
We propose to carry out the work described as follows:
1. Coordination, Meetings
• Coordinate design and construction with interested parties, including the City of
Hopkins, Hennepin County, Mn/DOT Office of State Aid, and Opus Corporation.
• Attend up to two design review meetings with City staff, and one City Council
meeting.
2. Signal Justification Memorandum
• Gather existing traffic count data and near -term traffic forecasts from the City.
• Perform signal warrants analysis.
• Prepare draft signal justification memorandum. Submit to the City for review.

3. Supplemental Topographic Survey
• Gather existing topographic survey, including coordinate system information, from
the City.
• Perform supplemental topographic survey to gather approximately 300 feet of
additional survey data along St. Louis Street.
• Code survey data for use in Microstation base mapping.
4. Signal and Interconnect Design, PS &E
• Design and prepare draft plans for a new full - traffic- actuated traffic control signal
system at the intersection of Jackson Avenue North with St. Louis Street/Excelsior
Crossings Access.
• Prepared special provisions and front -end specifications, including bidding
documents.
• Submit draft plans and specifications to the City for review. Submit draft plans and
special provisions to Hennepin County for concurrent review.
• Address review comments. Prepare and submit final plans, specifications and
engineer's estimate of probable construction cost.
5. Bidding Assistance
• Assist the City in preparation of an advertisement for bids. Ensure that the ad for bids
is placed in the City's desired publications.
• Attend the bid opening.
• Prepare a bid tabulation and recommendation of award.
6. Construction Administration, Inspection
• Attend pre- construction conference.
• Perform selected field inspection of traffic signal construction. Stake signal
equipment, perform concrete testing, and attend signal turn -on.
• Prepare and submit partial payment estimates.
• Upon substantial completion of construction, prepare a punchlist of items to the
addressed by the Contractor prior to final payment.
• Perform a final inspection to ensure that construction is 100 percent complete.
• Prepare record drawings and submit to the City.

7. Signal Timing Plans
• Gather existing coordinated signal timing data for the Excelsior Boulevard system
from Hennepin County.
• Evaluate whether, for each timing plan being used by Hennepin County on Excelsior
Boulevard, there is benefit in adding the Jackson Avenue /Excelsior Crossings signal
to the coordinated system.
• Develop signal timing settings (coordinated when appropriate) for the Jackson
Avenue /Excelsior Crossings signal. Furnish to the City and to Hennepin County.
• Coordinate with Hennepin County to fine -tune splits and offsets based on field
observations.
ASSUMPTIONS
1. SRF will attend two design review meetings with City staff, one City Council meeting,
the bid opening and the preconstruction conference.
2. A one -page signal justification memorandum will suffice as documentation of
justification for traffic signal control.
3. Available topographic survey information will be furnished by the City, along with
information on the coordinate system used. It is anticipated that some supplemental
topographic survey data will have to be collected as part of this project.
4. State Aid money will not be used on this project. Therefore, plan submittal to the
Mn/DOT Office of State Aid will only be done as a courtesy.
5. The Synchro model used in the traffic study for the Opus development will be furnished
by the City.
6. An evaluation of corridor signal timing along Excelsior Boulevard is not included in this
Scope of Services. Hennepin County has said that retiming of the signals along Excelsior
Boulevard is high on their priority list of projects to be undertaken in- house. It is
recommended that the City and County coordinate this comprehensive signal timing
effort, so that it accounts for the development that is underway.
7. The assessment roll for the subject project will be prepared by the City.

SCHEDULE
We will complete this work within a mutually agreed -upon time schedule. It is understood that
the traffic signal must be operational by autumn 2009.
BASIS OF PAYMENT/BUDGET
We propose to be reimbursed for our services on an hourly basis for the actual time expended.
Other direct project expenses, such as printing, supplies, reproduction, etc., will be billed at cost,
and mileage will be billed at the current allowable IRS rate for business miles. Invoices are
submitted on a monthly basis for work performed during the previous month. Payment is due
within 30 days.
Based on our understanding of the project and our scope of services, we estimate the cost of our
services to be $29,400, which includes both time and expenses. The cost of our services is

RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT
FOR THE JACKSON AVENUE NORTH TRAFFIC SIGNALS
WHEREAS, the first step in the assessment procedure is the ordering of a feasibility
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota, that the proposed improvements be referred to the firm SRF Consulting Group, Inc.
for study and that they be instructed to report to the Council with all convenient speed advising
the Council in a preliminary way as to whether the proposed improvement is necessary, cost -
effective, and feasible and as to whether it should best be made as proposed or in connection
with some other improvement, and the estimated cost of the improvement as recommended.
