AUTHORIZE REVISED CONSTRUCTION COST
PRIVATE IMPROVEMENT
318 19TH AVENUE NORTH
Proposed Action.
Staff recommends adoption of the following motion: Move That Council authorize a
revised construction cost as it relates to the installation of a private improvement
(retaining wall) at 318 19th Avenue North.
Overview.
In August council accepted a petition from the property owners at 318 19th Avenue
North for the installation of a retaining wall adjacent to an alley. The petitioner relied
on a quote totaling $7,225.10 to arrive at the petitioned cost. The actual cost has now
risen by $680.00. Because Legislative Policy #8C states that the construction cost
financed shall not exceed the amount estimated in the petition, staff at the request of
the petitioner seeks Council authorization to revise the amount financed.
Primary Issues to Consider.
Nature of the cost increase
The increase in costs was due to unanticipated trucking charges to remove
excess construction excavation. The property owners had originally planned
to utilize some of the fill in their yard. Excavated amounts far exceeded their
expectations. Furthermore most of the excavated materials were unusable
because of contamination from old, discarded bituminous pieces.
The increased cost falls within the acceptable range and is not deemed
excessive. Staff recommends approval.
Limitations imposed by policy
Limiting the project cost financed to the cost estimated in the petition is a
means to control the scope of private improvements. The City can avoid
runaway costs with this policy. Staff feels that under the circumstances these
are not excessive charges to be added to the overall project cost.

This letter is a request for an amendment to the assessment that we received
from the City for the retaining wall and fence that we purchased from L & R
Suburban Landscaping. When we had L & R bid for the job, we mistakenly
thought we would want to keep the fill they removed when they excavated the hill
in our back yard. Once we realized how much fi11 that actually was and that we
definitely would not want that left on our property, we asked them to take the fill
away and let us know what the extra charges would be, over the amount on the
original bid that was given to the City for our assessment. We have now found
out that that amount is $680 and L & R will be dropping off an additional bill to
you at your office. We request that the City consider increasing the amount of
our assessment by this $680. Please let us know what is decided. Thank you in
advance.
