CONSIDER CONTRACT
SUMP PUMP INSPECTION PROGRAM
Proposed Action.
Staff recommends adoption of the following motion: Move that Council
authorize the Mayor and City Manager. on behalf of the Citv, to enter into an
eneineerine services agreement with Howard R. Green Companv for
completion of a sump puma inspection Qropram.
Overview.
A couple areas of the city have had sanitary sewer backup problems this past
summer. The problem can be attributed, at least in part, to excess flow in the
sewers due to inflow from improper sump pump connections. Staff proposes
to begin acity-wide sump pump inspection effort with contractor assistance
in these two problem areas. Staff proposes to begin this first phase and then
formulate a plan to continue inspections in other areas of the city. Future
inspections could be with continued consultant assistance, with trained in-
house personnel or a combination of the two.

Analysis of Issues.
• Why is a sump pump inspection program necessary?
Improper sump pump connections add excess water to the sanitary sewer
system which costs the city and residents money due to increased treatment
charges. The City will pay an additional $14,000 in sewage treatment
charges just from the increase in flow this past July. Additionally, excess
water can, especially during periods of heavy rain and/or high ground water,
overload the city's collection system.
• What is the cost of completing phase one?
The contract proposal cost is $22,297, This cost compares favorably with
similar service contracts completed or underway in other metro-area cities.
Staff is investigating the possibility of a Metropolitan Council Environmental
Services grant to help offset the cost of the inspection program.
• Scope of contract services.
The contract would include an extensive communication/education program,
physical inspection of all homes and businesses in the two areas (an estimated
460 homes and 20 businesses), analysis of results and a final report.
• Current City Code requirements & necessary revisions.
The current city code includes most elements necessary to support the
proposed inspection program. These elements include a prohibition of sump
pump (clear water) connections, City authority to enter premises to inspect
for connections, time period to correct improper connections and a sanitary
sewer surcharge fee if the city isn't allowed access or corrections aren't done.

Staff is investigating ordinance revisions which would cover the following
azeas:
• Steps City would take to contact resident and gain access to
property for inspection.
• Winter discharge exceptions.
• Reinspection of homes with connections.
• Homes or businesses requiring relatively difficult and expensive
corrective actions.

November 10 -Dec 31, 1997: Communication/education program
December 30, 1997: Ordinance revision goes into effect
January 5, 1998 -February 27, 1998: Physical inspections
