Staff recommends adoption of the following motion: Move that Council adopt Resolution 97-104, resolution stating the City Council's intent to address storm water and sanitary sewer Problem areas. Overview. In response to questions about the intentions of the City to take prudent action to correct storm drainage and sanitary sewer problems in identified areas of the city, staff prepared an action plan and adopting resolution for City Council consideration. In order to allow for public review and comment, staff mailed the proposed action plan on October 24~` to 120 residents living near the eight problem areas. Primary Issues to Consider. • Funding. Stadler, Public Works Director Council Report 97-205 Page 2 Analysis of Issues. • Funding Corrective actions would be funded from the sanitary sewer and storm sewer utility accounts. The proposed 1998 storm sewer budget includes $80,000 for contractual improvements, $20,000 for engineering services and $250,000 for the 6~` Avenue North/3~ Street North storm sewer improvement project. The estimated cost for the 6~` Avenue sewer project has risen to anywhere from $415,000 to $615,000. Therefore, a storm sewer fund revenue bond will need to be sold to fund that project. If there are budget shortfalls to correct problems in other areas, that need could also be included in the bond amount. Staff will be presenting details on the 6~` Avenue project design, funding and project cost impact on utility fees at the November 12~` worksession and November 18 City Council meeting. The 1998 sanitary sewer budget includes $19,000 for engineering services. This, coupled with some 1997 funds, will cover the cost of the sump pump inspection program. If collection pipe repairs are necessary, there are funds available from the $75,000 budgeted for sanitary sewer work in the 1998 street improvement area (Interlachen area). CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 87-104 A RESOLUTION STATING THE CITY COUNCIL'S INTENT TO ADDRESS STORM WATER AND SANITARY SEWER AREAS OF CONCERN WHEREAS, the City of Hopkins experienced storm and sanitary sewer flooding during July, 1997, in several areas of the City; and WHEREAS, it is the duty of the City of Hopkins to provide for and maintain the sanitary sewage and storm water systems; and WHEREAS, eight areas of the City have been identified as having experienced problems during the July, 1997 storms; and WHEREAS, the City Council and City staff have already initiated tasks necessary to fully analyze and determine the root of the problems surrounding these flooding events (memo attached); and WHEREAS, the Council is responsible for assuring the taxpayers of Hopkins that they are spending public funds in the most cost efficient and effective manner; and WHEREAS, the studies and investigations currently in place will identify needed improvements to the storm water and sanitary sewer systems. NOW, THEREFORE, BE IT RESOLVED, based on all of the above, the City Council of the City of Hopkins, hereby resolves that it will implement improvements to the sanitary sewer and storm water systems that will improve the conditions in the identified areas to the extent possible by implementing the attached plan of action without endangering other areas of the City.
