APPROVE NORTHERN STATES POWER COMPANY
UNDERGROUND ELECTRICAL
WORK ORDER
Proposed Action.
Staff recommends adoption of the following motion: Move that Council
authorize the Public Works Director to approve NSP work order in the
amount of $41.490.00 for installation of Excelsior Boulevard underground
electrical crossings, authorization is contineent on Hennepin Count~Board
approval of City TIF funding of Phase I construction.
Overview.
Excelsior Boulevard improvements include eliminating the existing power
poles. NSP will be able to remove most of the poles as a result of their
primary distribution line upgrade which installed poles along the HCRRA
right-of--way from Shady Oak Road to 5~' Avenue. Some crossings, of
course, are necessary. The only city cost is to bore underground crossings at
11~' Avenue and 9~` Avenue. This work order funds those underground
crossings.

Analvsis of Issues.
• Ctiurent status -Excelsior Boulevard Improvements, Phase I
The Hennepin County Board is scheduled to discuss the project funding at an
upcoming Board Briefing session. Staff is hopeful that the Board will support
the proposed redevelopment district TIF funding and approve the project for
advertisement and then contract award. The schedule regarding Board action
on this project has not been determined. However, the intent is to get
necessary approvals such that construction can begin in April -May, 1998.
• Overhead crossings.
The only remaining overhead crossings will be between 17~` and 18~`
Avenues, and 19~` and 20~` Avenues. Staff is still working with NSP on
redesign of the overhead power lines in the area from 5~ Avenue to TH 169.
It is unlaiown at this time what changes are possible in this area.
• Pole removal schedule.
Poles will be removed in conjunction with the road reconstruction project
which hopefully will begin next spring.

The following are the costs that you requested from Northern States Power
Company to replace two overhead crossing over County Road No. 3 with
underground. To replace the overhead crossing on County Road No. 3 at 11th Ave.
So. with underground cables would be $17,959. To replace the overhead crossing
on County Road No. 3 at 9th Ave. So. with underground cables would be $23,531.
The total cost to replace both crossings would be $41,490. If you have any
