Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize engineeringa
services with RCM Associates concerning miscellaneous storm sewer improvements and
authorize an additional engineering fee as it concerns a 6th Ave./3rd St. storm sewer analvsis.
Overview.
RCM Associates was requested by staff to review storm water flooding areas as identified by
the public works director's August 4 memo to Council and the city managers October 17
"Storm and Sanitary Sewer Plan of Action". More specifically, RCM was requested to provide
a feasibility report and do preliminary survey of areas beyond the scope of the major 6th
Ave./3rd St. flooding area.
In earlier Council action, RCM was given authorization to proceed with studying the 6th
Ave./3rd St. flooding issue. In the course of public information meetings with affected
residents, a Council workshop, and a public hearing, it became clear that the project scope
was expanding and additional information was being sought. RCM has provided a summary
of their fees associated with the additional work.
Authorization to undertake a study of miscellaneous storm sewer projects as well as to fund
additional storm sewer analysis at 6th Ave./3rd St. is before Council for action.

o Miscellaneous storm sewer projects -locations and proposal.
RCM has reviewed four additional flooding problems to that encountered at 6th Ave./3rd St.
The four areas identified as well as plan of study are:
1. Hilltop area
The engineer will verify drainage areas and any existing storm system in 4th St. North
and adjacent to 19th and 21st Avenues, perform a hydrologic analysis, and make
recommendations.
2. Alley - 17th/18th Avenues
The engineer will verify existing storm sewer in 17th Avenue and in 1st Street North,
perform hydrologic analysis, review the feasibility of lowering the Shady Oak Pond
outlet, and make specific recommendations.
13th Avenue North - Maetzold Field
The engineer proposes to verify tributary drainage areas and existing storm sewers,
perform a hydrologic analysis, develop an inlet capacity alternative, and make other
recommendations.
4. Monroe Avenue North
Verify existing storm sewer/ditch system, do a hydrologic analysis of the drainage area,
complete a topo survey of a potential ponding area, review the ditch system capacity
and make recommendations.
RCM will provide a report summarizing the above and discussing various solutions along
with cost estimates. RCM will also conduct informational neighborhood meetings.
RCM's proposed fee for the above services is $28,300.00.
~ Additional fee - 6th Ave./3rd St. storm analysis
As discussion and comment on a proposed storm sewer solution to 6th Ave./3rd St. flooding
has progressed, it is quite apparent that the project's scope has expanded. The engineer
has been requested to field verify ponding feasibility at Chapel Hill and impacts from
expanded ponding at Eisenhower pond. He has been asked to verify the City's existing
topo information by doing additional field verification. Additional alternatives have been
sought that require hydrologic analysis. As RCM states in its attached proposal, the effort
expended on the feasibility report to date has been "atypical" and certainly more than that
anticipated in the limited scope of services provided by the engineer earlier in August and
September. RCM seeks compensation for the additional work performed in the amount of
$16,600.00.
RCM states in its request that the $6,000 estimated fee for a detailed design survey for a
6th Ave. and Eisenhower pond alternative can be reduced to $2,500 should the pond

alternative not be Council authorized. Once a project scope is clearly defined, RCM can
return with fee projections to cover final design, inspection and contract management costs.
~ Staff Recommendation
Staff recommends authorizing an engineering services agreement with RCM for
miscellaneous storm sewer projects and authorizing an additional engineering fee as it
concerns the current 6th Ave./3rd St. storm sewer analysis.

viable solution to each area of concern along with a cost estimate, review the Endings

these services is estimated at $28,300.

As you are well aware of, additional information has been requested by the residents

November 12, 1997 and a public hearing on November 18,1997. The scope of the
feasibility study is substantially broadened since our initial discussions and
ll coaespondence on the 6th Avenue North area. The amount of effort being expended

Task No. 4 as identified above is requested at this time to facilitate the collection of
field data necessary for the pregaration of detailed plans and specifications for a final
project design completion during February 1998, Tf the City Couucil does not
procced with the Eisenhower Pond option, the $6,000 estmated fee can be reduced
to appro~dmately $2,500. The $2,500 estimated fee does not include field survey time
necessary to determine the amourn of "flood proofing" which may be necessary if
that option is ultimately chosen.
Once the project scope is clearly defined, we can provide an estimate of our fees
necessary to complete the final design of the improvements as well as construction
